33+BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 7
6334 * Section 1. AS 28.10.181 is amended by adding new subsections to read: 8
6435 (ll) Special request specialty organization plates. The department shall adopt 9
6536 regulations to allow for the issuance of special request specialty organization 10
6637 registration plates sponsored by an organization that is based in this state and is tax 11
6738 exempt under 26 U.S.C. 501(c)(2) - (11), 12(B) - (J), (13), (17) - (22), (24), or (26) - 12

7043 501(c)(2) - (11), 12(B) - (J), (13), (17) - (22), (24), or (26) - (29), is a department of 1
7144 the state, or is a municipality of the state. The department shall determine a common 2
7245 design and color for the plates and provide for the placement of the logo of the 3
7346 organization and a short piece of descriptive text on the plate. If the department denies 4
7447 an application to create a specialty organization registration plate under this section, 5
7548 the department shall notify the commissioner of the denial. The commissioner may 6
7649 reverse the decision of the department and require issuance of the requested plate. The 7
7750 department may disapprove the issuance of registration plates under this subsection 8
7851 when the requested plates duplicate an existing registration. Regulations adopted 9
7952 under this subsection must 10
8053 (1) provide that the entity requesting the issuance of the plates 11
8154 (A) submit an application on a form provided by the 12
8255 department; 13
8356 (B) pay an application fee set by the department for issuance of 14
8457 the new registration plates; 15
8558 (C) pay the entire cost of developing and issuing the specialty 16
8659 plate; 17
8760 (D) may not be offensive in purpose, nature, activity, or name; 18
8861 (E) may charge a fee for issuance of a specialty registration 19
8962 plate in addition to any registration fees set by statute or regulation; 20
9063 (2) provide for notice to the entity sponsoring the plate not later than 21
9164 six months before a proposed cancellation of the specialty organization plate; 22
9265 (3) establish procedures for owners of vehicles to purchase specialty 23
9366 organization registration plates under this subsection. 24
9467 (mm) Special request plates commemorating peace officers killed in the line 25
9568 of duty. Upon application by the owner of a motor vehicle, the department may issue 26
9669 registration plates commemorating peace officers killed in the line of duty. The 27
9770 commissioner, after consulting with representatives of peace officers killed in the line 28
9871 of duty, shall determine the design and color of the plates. The department may 29
9972 disapprove the issuance of registration plates under this subsection when the requested 30

11388 written proof that the woman veteran is a sole or joint owner of a motor vehicle, shall 12
11489 issue special registration plates for the motor vehicle to a requesting person who is a 13
11590 woman veteran or retired woman veteran of the armed forces of the United States. 14
11691 (oo) Special request plates for United States Space Force personnel. Upon 15
11792 application by the owner of a motor vehicle who presents satisfactory proof of current 16
11893 membership in the Unites States Space Force, the department may design and issue 17
11994 registration plates that identify the vehicle as registered to a member of the United 18
12095 States Space Force. The department may disapprove the issuance of registration plates 19
12196 under this subsection when the requested plates are a duplication of an existing 20
12297 registration. 21

168147 control over the wheel, and who occupies a seat beside the driver. A domiciled 3
169148 commercial instruction permit may be renewed one time for a period of 180 days. 4
170149 Once a license is issued to drive a specified type or class of motor vehicle, a driver is 5
171150 not eligible to obtain a domiciled commercial instruction [INSTRUCTIONAL] 6
172151 permit for that specified type or class of motor vehicle unless 7
173152 (1) five years have passed since the expiration of the previous license; 8

175154 (2) the domiciled commercial instruction permit is obtained for the 10
176155 purpose of adding an endorsement to a current class of commercial license. 11
177156 * Sec. 6. AS 28.15.051 is amended by adding a new subsection to read: 12
178157 (g) A person who is at least 18 years of age may apply to the department for a 13
179158 non-domiciled commercial instruction permit. The department may, after the applicant 14
180159 has successfully passed all parts of the examination under AS 28.15.081 other than the 15
181160 driving test, issue to the applicant a non-domiciled commercial instruction permit if 16
182161 the applicant is domiciled in a foreign jurisdiction or another state, the department 17
183162 determines that the commercial motor vehicle testing and licensing standards of the 18
184163 other jurisdiction meet the requirements of federal law, and the applicant satisfies the 19
185164 requirements of AS 28.33.100(a)(2)(B) - (D). The permit allows a person, while 20
186165 having the permit in the person's immediate possession, to drive a specified 21
187166 commercial type or class of motor vehicle on a highway or vehicular way or area for a 22
188167 period not to exceed one year. The permittee shall be accompanied by a person at least 23
189168 21 years of age who has been licensed at least one year to drive the type or class of 24
190169 vehicle being used, who is capable of exercising control over the wheel, and who 25
191170 occupies a seat beside the driver. A non-domiciled commercial instruction permit must 26
192171 be marked with "non-domiciled" on the face of the document. A non-domiciled 27
193172 commercial instruction permit expires on the earlier of the expiration date determined 28
194173 by the United States Department of Homeland Security that is stated on the form 29

251-action taken by a foreign or domestic jurisdiction or governmental agency against the 22
