11-4 ENROLLED, An Act,
12-5 To make supplemental appropriations for the fiscal
13-6 year ending September 30, 2022: from the Alabama Board of
14-7 Examiners in Counseling Fund to the Alabama Board of Examiners
15-8 in Counseling in the amount of $222,465; from the Alabama
16-9 Board of Examiners of Assisted Living Administrators Fund to
17-10 the Alabama Board of Examiners of Assisted Living
18-11 Administrators in the amount of $30,000; from the State
19-12 General Fund to various agencies and entities a total amount
20-13 of $119,305,398; and to amend Section 2C of Act 2021-479, the
21-14 General Fund Appropriations Act for the fiscal year ending
22-15 September 30, 2022, to clarify the intent regarding an
23-16 appropriation to the Department of Commerce.
24-17 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
25-18 Section 1. In addition to all other appropriations
26-19 heretofore or hereafter made, there is hereby appropriated
27-20 $222,465 from the Alabama Board of Examiners in Counseling
28-21 Fund to the Alabama Board of Examiners in Counseling for the
29-22 fiscal year ending September 30, 2022.
30-23 Section 2. In addition to all other appropriations
31-24 heretofore or hereafter made, there is hereby appropriated
32-25 $30,000 from the Alabama Board of Examiners of Assisted Living

34-1 Administrators Fund to the Alabama Board of Examiners of
35-2 Assisted Living Administrators for the fiscal year ending
36-3 September 30, 2022.
37-4 Section 3. In addition to all other appropriations
38-5 heretofore or hereafter made, there is hereby appropriated a
39-6 total of $119,305,398 from the State General Fund to the
40-7 following agencies and entities for the purposes specified
41-8 below for the fiscal year ending September 30, 2022:
42-9 (1) To the Legislature, $362,611. Of this amount,
43-10 $100,000 shall be used for reapportionment litigation
44-11 expenses, and $262,611 shall be used for special session
45-12 expenses.
46-13 (2) To the Alabama Corrections Institution Finance
47-14 Authority (ACIFA) Program within Debt Service, $30,000,000.
48-15 This appropriation to the ACIFA is conditioned upon ACIFA
49-16 being required to make a debt service payment during fiscal
50-17 year 2022 on bonds issued pursuant to the authorization
51-18 granted by Act 2021-546. Any of the above appropriation that
52-19 is not needed to make a debt service payment during fiscal
53-20 year 2022 on bonds issued pursuant to the authorization
54-21 granted by Act 2021-546 is hereby appropriated to the Alabama
55-22 Trust Fund Board of Trustees to be credited as a repayment
56-23 pursuant to Section 29-10-1, Code of Alabama 1975.

58-1 (3) To the District Attorneys for one-time expenses
59-2 for the Certified Victim Service Officer/Certified Facility
60-3 Dog (CVSO/CFD) Program, $1,500,000.
61-4 (4) To the Bureau of Pardons and Paroles,
62-5 $2,995,111.
63-6 (5) To the Department of Economic and Community
64-7 Affairs, $3,500,000. Of this amount, $500,000 shall be used
65-8 for emergency sanitary sewer repairs in the City of Brewton;
66-9 $500,000 shall be used for an economic development project in
67-10 Crenshaw County; $2,000,000 shall be used for renovations at
68-11 Anniston Airport; and $500,000 shall be used for a survey and
69-12 evaluation of dams in Alabama.
70-13 (6) To the Educational Television Commission for
71-14 one-time capital outlay expenses, $500,000.
72-15 (7) To the Department of Forensic Sciences for a
73-16 forensic laboratory in Dothan, $5,300,000.
74-17 (8) To the Department of Human Resources to be used
75-18 to complete the development of a new system for SNAP and TANF,
76-19 $5,587,531.
77-20 (9) To the Department of Veterans Affairs for the
78-21 construction of the Command Sergeant Major Bennie Adkins State
79-22 Veterans Home, $6,000,000.
80-23 (10) To the Department of Agriculture and
81-24 Industries, $9,500,000. Of this amount, $7,000,000 shall be

83-1 used to construct a new laboratory facility, and $2,500,000
84-2 shall be used for rural utility infrastructure.
85-3 (11) To the State Law Enforcement Agency,
86-4 $7,043,500. Of this amount, $1,000,000 shall be used to repair
87-5 hurricane damage to the Orange Beach Marine Patrol facility
88-6 and $6,043,500 shall be used for radio and communications
89-7 improvements.
90-8 (12) To the Department of Senior Services to be used
91-9 to open an elder abuse shelter, $1,000,000.
92-10 (13) To the Alabama Medical Cannabis Commission,
93-11 $3,500,000.
94-12 (14) To the Department of Mental Health for a crisis
95-13 residential unit for civilly committed individuals in Region
96-14 1, $700,000.
97-15 (15) To the Alabama Department of Tourism,
98-16 $3,000,000. Of this amount, $2,700,000 shall be expended for
99-17 the World Games, and $300,000 shall be expended for the
100-18 Birmingham Convention and Visitor's Bureau.
101-19 (16) To the Department of Environmental Management,
102-20 $7,377,000. Of this amount, $1,500,000 shall be used for the
103-21 Coastal Program building at the Mobile Field Office, and
104-22 $5,877,000 shall be used for state matching funds required for
105-23 the Clean Water and Drinking Water State Revolving Loan Funds
106-24 under the Infrastructure Investment and Jobs Act of 2021.

108-1 (17) To the Alabama Forestry Commission, $3,500,000.
109-2 Of this amount, $1,500,000 shall be used to procure and
110-3 maintain vehicles and equipment used for preventing and
111-4 fighting forest fires, and $2,000,000 shall be used for an
112-5 operational training center.
113-6 (18) To the Alabama Historical Commission,
114-7 $1,500,000. Of this amount, $500,000 shall be used for an
115-8 Alabama ecotourism study; $500,000 shall be used for the
116-9 Alabama Veterans Museum and Archives; and $500,000 shall be
117-10 used for Fort Morgan.
118-11 (19) To the General Fund Budget Reserve Fund to
119-12 reach the maximum allocation pursuant to Section 29-13-4, Code
120-13 of Alabama 1975, $24,696,745.
121-14 (20) To the Department of Public Health for Kick
122-15 COVID, $162,900.
123-16 (21) To the Office of Prosecution Services for
124-17 one-time expenses for the Certified Victim Service
125-18 Officer/Certified Facility Dog (CVSO/CFD) Program, $1,500,000.
126-19 (22) To the Alabama Department of Labor for
127-20 reimbursement of expenses related to Act 2021-561, $80,000.
128-21 Section 4. Section 2C of Act 2021-479, the General
129-22 Fund Appropriations Act for the fiscal year ending September
130-23 30, 2022, is hereby amended as follows:

135-2 expended for the Robotics Technology Park. Of the above
136-3 appropriation, $1,200,000 shall be expended for one-time costs

139-6 Commission and Economic Development Authority. These funds
140-7 shall not be released until a letter of intent to purchase the
141-8 property is upon written request provided to the Secretary of
142-9 Commerce by the Chair of the County Commission and Executive
143-10 Director of the Economic Development Authority by the County
144-11 Commission."
145-12 Section 5. This act shall become effective
146-13 immediately upon its passage and approval by the Governor, or
147-14 upon its otherwise becoming law.
