1 SB108 2 219367-2 3 By Senator Albritton 4 RFD: Finance and Taxation General Fund 5 First Read: 18-JAN-22 Page 0 SB108 1 SB108 2 3 4 ENROLLED, An Act, 5 To make supplemental appropriations for the fiscal 6 year ending September 30, 2022: from the Alabama Board of 7 Examiners in Counseling Fund to the Alabama Board of Examiners 8 in Counseling in the amount of $222,465; from the Alabama 9 Board of Examiners of Assisted Living Administrators Fund to 10 the Alabama Board of Examiners of Assisted Living 11 Administrators in the amount of $30,000; from the State 12 General Fund to various agencies and entities a total amount 13 of $119,305,398; and to amend Section 2C of Act 2021-479, the 14 General Fund Appropriations Act for the fiscal year ending 15 September 30, 2022, to clarify the intent regarding an 16 appropriation to the Department of Commerce. 17 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: 18 Section 1. In addition to all other appropriations 19 heretofore or hereafter made, there is hereby appropriated 20 $222,465 from the Alabama Board of Examiners in Counseling 21 Fund to the Alabama Board of Examiners in Counseling for the 22 fiscal year ending September 30, 2022. 23 Section 2. In addition to all other appropriations 24 heretofore or hereafter made, there is hereby appropriated 25 $30,000 from the Alabama Board of Examiners of Assisted Living Page 1 SB108 1 Administrators Fund to the Alabama Board of Examiners of 2 Assisted Living Administrators for the fiscal year ending 3 September 30, 2022. 4 Section 3. In addition to all other appropriations 5 heretofore or hereafter made, there is hereby appropriated a 6 total of $119,305,398 from the State General Fund to the 7 following agencies and entities for the purposes specified 8 below for the fiscal year ending September 30, 2022: 9 (1) To the Legislature, $362,611. Of this amount, 10 $100,000 shall be used for reapportionment litigation 11 expenses, and $262,611 shall be used for special session 12 expenses. 13 (2) To the Alabama Corrections Institution Finance 14 Authority (ACIFA) Program within Debt Service, $30,000,000. 15 This appropriation to the ACIFA is conditioned upon ACIFA 16 being required to make a debt service payment during fiscal 17 year 2022 on bonds issued pursuant to the authorization 18 granted by Act 2021-546. Any of the above appropriation that 19 is not needed to make a debt service payment during fiscal 20 year 2022 on bonds issued pursuant to the authorization 21 granted by Act 2021-546 is hereby appropriated to the Alabama 22 Trust Fund Board of Trustees to be credited as a repayment 23 pursuant to Section 29-10-1, Code of Alabama 1975. Page 2 SB108 1 (3) To the District Attorneys for one-time expenses 2 for the Certified Victim Service Officer/Certified Facility 3 Dog (CVSO/CFD) Program, $1,500,000. 4 (4) To the Bureau of Pardons and Paroles, 5 $2,995,111. 6 (5) To the Department of Economic and Community 7 Affairs, $3,500,000. Of this amount, $500,000 shall be used 8 for emergency sanitary sewer repairs in the City of Brewton; 9 $500,000 shall be used for an economic development project in 10 Crenshaw County; $2,000,000 shall be used for renovations at 11 Anniston Airport; and $500,000 shall be used for a survey and 12 evaluation of dams in Alabama. 13 (6) To the Educational Television Commission for 14 one-time capital outlay expenses, $500,000. 15 (7) To the Department of Forensic Sciences for a 16 forensic laboratory in Dothan, $5,300,000. 17 (8) To the Department of Human Resources to be used 18 to complete the development of a new system for SNAP and TANF, 19 $5,587,531. 20 (9) To the Department of Veterans Affairs for the 21 construction of the Command Sergeant Major Bennie Adkins State 22 Veterans Home, $6,000,000. 23 (10) To the Department of Agriculture and 24 Industries, $9,500,000. Of this amount, $7,000,000 shall be Page 3 SB108 1 used to construct a new laboratory facility, and $2,500,000 2 shall be used for rural utility infrastructure. 3 (11) To the State Law Enforcement Agency, 4 $7,043,500. Of this amount, $1,000,000 shall be used to repair 5 hurricane damage to the Orange Beach Marine Patrol facility 6 and $6,043,500 shall be used for radio and communications 7 improvements. 8 (12) To the Department of Senior Services to be used 9 to open an elder abuse shelter, $1,000,000. 10 (13) To the Alabama Medical Cannabis Commission, 11 $3,500,000. 12 (14) To the Department of Mental Health for a crisis 13 residential unit for civilly committed individuals in Region 14 1, $700,000. 15 (15) To the Alabama Department of Tourism, 16 $3,000,000. Of this amount, $2,700,000 shall be expended for 17 the World Games, and $300,000 shall be expended for the 18 Birmingham Convention and Visitor's Bureau. 19 (16) To the Department of Environmental Management, 20 $7,377,000. Of this amount, $1,500,000 shall be used for the 21 Coastal Program building at the Mobile Field Office, and 22 $5,877,000 shall be used for state matching funds required for 23 the Clean Water and Drinking Water State Revolving Loan Funds 24 under the Infrastructure Investment and Jobs Act of 2021. Page 4 SB108 1 (17) To the Alabama Forestry Commission, $3,500,000. 2 Of this amount, $1,500,000 shall be used to procure and 3 maintain vehicles and equipment used for preventing and 4 fighting forest fires, and $2,000,000 shall be used for an 5 operational training center. 6 (18) To the Alabama Historical Commission, 7 $1,500,000. Of this amount, $500,000 shall be used for an 8 Alabama ecotourism study; $500,000 shall be used for the 9 Alabama Veterans Museum and Archives; and $500,000 shall be 10 used for Fort Morgan. 11 (19) To the General Fund Budget Reserve Fund to 12 reach the maximum allocation pursuant to Section 29-13-4, Code 13 of Alabama 1975, $24,696,745. 14 (20) To the Department of Public Health for Kick 15 COVID, $162,900. 16 (21) To the Office of Prosecution Services for 17 one-time expenses for the Certified Victim Service 18 Officer/Certified Facility Dog (CVSO/CFD) Program, $1,500,000. 19 (22) To the Alabama Department of Labor for 20 reimbursement of expenses related to Act 2021-561, $80,000. 21 Section 4. Section 2C of Act 2021-479, the General 22 Fund Appropriations Act for the fiscal year ending September 23 30, 2022, is hereby amended as follows: 24 "24. Commerce, Department of: 25 (a) Industrial Development Program.... Page 5 SB108 1 Of the above appropriation, $75,000 shall be 2 expended for the Robotics Technology Park. Of the above 3 appropriation, $1,200,000 shall be expended for one-time costs 4 for the acquisition of property for an for economic 5 development project projects by the Washington County 6 Commission and Economic Development Authority. These funds 7 shall not be released until a letter of intent to purchase the 8 property is upon written request provided to the Secretary of 9 Commerce by the Chair of the County Commission and Executive 10 Director of the Economic Development Authority by the County 11 Commission." 12 Section 5. This act shall become effective 13 immediately upon its passage and approval by the Governor, or 14 upon its otherwise becoming law.
