1515 SYNOPSIS:
1616 Under existing law, only an ambulance licensed
1717 by the State Board of Health may transport a patient
1818 who requires a stretcher. An unlicensed medical
1919 transport service may not transport a patient who
2020 requires a stretcher.
2121 This bill would authorize a medical transport
2222 service to transport a patient who requires a
2323 stretcher, gurney, or cot to medical care services in
2424 non-emergency medical circumstances.
2525 This bill would also provide that the State
2626 Board of Health may adopt rules to enforce this
2727 authorization.

3131 Relating to medical transport services; to authorize a
3232 medical transport service other than a licensed ambulance to
3333 transfer a patient on a stretcher, gurney, or cot in certain
3434 non-emergency medical circumstances; and to authorize the
3535 State Board of Health to adopt rules.

6666 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6767 Section 1.(a) The State Board of Health shall not
6868 prohibit an unlicensed non-emergency medical transport service
6969 from transporting a patient on a stretcher, gurney, or cot,
7070 provided that each of the following apply:
7171 (1) The transport vehicle is designed and equipped to
7272 hold a stretcher, gurney, or cot.
7373 (2) The patient is being transported to or from a
7474 medical care facility under non-emergency circumstances,
7575 including transportation to and from medical appointments. For
7676 the purposes of this section, a non-emergency circumstance
7777 exists when the health and life of a patient is not at serious
7878 risk without immediate medical treatment, such as uncontrolled
7979 bleeding, a heart attack, an automobile accident, or other
8080 serious trauma. The State Board of Health may adopt rules
8181 further defining a non-emergency circumstance.
8282 (b) The State Board of Health may adopt rules governing
8383 the operation and conduct of non-emergency medical transport
8484 services and vehicles pursuant to this section.
8585 Section 2. This act shall become effective on October
8686 1, 2024.
