1618 To make supplemental appropriations for the fiscal year
1719 ending September 30, 2024: from the Youth Services
1820 Reimbursement Fund for Diversion Programs to the Department of
1921 Youth Services in the amount of $2,243,062; from the Veterans'
2022 Assistance Fund to the Department of Veterans' Affairs in the
21-amount of $7,300,000; and from the State General Fund to
22-various executive, legislative, and judicial agencies and
23-entities of the state for a total amount of $254,125,169.

2426 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2527 Section 1. In addition to all other appropriations
2628 heretofore and hereafter made, there is hereby appropriated
2729 $2,243,062 from the Youth Services Reimbursement Fund for
2830 Diversion Programs to the Department of Youth Services for the
2931 fiscal year ending September 30, 2024.
3032 Section 2. In addition to all other appropriations
3133 heretofore and hereafter made, there is hereby appropriated
32-$7,300,000 from the Veterans' Assistance Fund to the
33-Department of Veterans' Affairs for the fiscal year ending
34-September 30, 2024. Of this amount, $7,000,000 shall be used
35-for the Supporting Alabama's Veterans Grant Program as
36-approved by the State Board of Veterans' Affairs, and $300,000
37-shall be used for renovations to the Alabama Veterans War
38-Memorial in Montgomery.
34+$300,000 from the Veterans' Assistance Fund to the Department

3938 Section 3. In addition to all other appropriations

68+Section 3. In addition to all other appropriations
69+heretofore and hereafter made, there is hereby appropriated a
70+total of $215,427,369 from the State General Fund to the
7271 following executive, legislative, and judicial agencies and
7372 entities of the state for the purposes specified below for the
7473 fiscal year ending September 30, 2024:
75-(1) To the Personnel Department, $500,000. This
74+(1) To the Legislative Services Agency, $500,000. This
7675 appropriation shall be used to contract with an outside entity
7776 to conduct a comprehensive review of Alabama's current
7877 policies and procedures governing state employment to identify
7978 recommendations that may be taken to incorporate a modernized
8079 approach to recruiting, retaining, compensating, and
8180 supervising qualified candidates for state employment. The
8281 agency shall file a report by January 1, 2026, with the
8382 Governor and the Chairs of the Senate Committee on Finance and
8483 Taxation – General Fund and the House Ways and Means – General
8584 Fund Committee with the results and recommendations of the
8685 study.
8786 (2) To the Legislative Council for construction of a
8887 parking deck related to the new State House construction,
8988 $20,000,000.
9089 (3) To the Supreme Court for one-time repairs and
9190 maintenance of the Heflin-Tolbert building and IT hardware
9291 upgrades, $716,600.
93-(4) To the Agricultural and Conservation Development
94-Commission, $1,100,000. Of this amount, $1,000,000 shall be
95-used for the Blackbelt Prairie Restoration Program, and
96-$100,000 shall be used for the Butler County Fair Association.
97-(5) To the Department of Agriculture and Industries,
98-$1,500,000. Of this amount, $1,000,000 shall be used for the
99-Hunger Solutions Institute at Auburn University, and $500,000
100-shall be used for the Geneva County Ag-Plex Arena.
92+(4) To the Department of Commerce to be used for the
93+for pier repairs for the Port of Mobile, $5,000,000.
94+(5) To the Department of Corrections – Correctional
95+Capital Improvement Fund established in Section 14-2-21(c),
96+Code of Alabama 1975, for prison construction, $150,000,000.

132-amount, $5,000,000 shall be used for pier repairs for the Port

135-intergovernmental agreement with the Department of
136-Transportation for a statewide plan for advanced air mobility
137-contingent upon HB176 of the 2024 Regular Session being
138-enacted.
139-(7) To the Department of Conservation and Natural
140-Resources, $1,550,000. Of this amount, $1,500,000 shall be
141-used for the Lower Alabama River Fish Passage Project; and
142-$50,000 shall be used for Hope Outdoors.
143-(8) To the Department of Corrections – Correctional
144-Capital Improvement Fund established in Section 14-2-21(c),

145126 Code of Alabama 1975, for prison construction, $150,000,000.
146-(9) To the District Attorneys for juvenile detention
147-beds for the Russell County District Attorney, $200,000.
148-(10) To the Department of Economic and Community
149-Affairs, $$10,197,000. Of this amount, $5,000,000 shall be
150-used for the Ardmore Welcome Center for the repair/replacement
151-of the rocket based on an approved plan of expenditure;
152-$400,000 shall be used for Summerdale water main repairs;
153-$25,000 shall be used for the City of Ariton for an erosion
154-project; $85,000 shall be used for the City of Decatur for
155-island removal; $112,000 shall be used for the City of Florala
156-for the museum/welcome center; $100,000 shall be used for the
157-City of Opp for roof repairs to the police headquarters;
158-$100,000 shall be used for the City of Ozark for park
127+(6) To the Emergency Management Agency to replace the
128+Mobile Command vehicle, $600,000.
129+(7) To the Department of Finance for the State Capitol,
130+$3,005,769. Of this amount, $1,511,494 shall be used for
131+building security upgrades, and $1,494,275 shall be used for
132+repairs to include recoating exterior walls and structural
133+floors.
134+(8) To the Geological Survey for the Core and Sample
135+Repository, $3,500,000.
136+(9) To the State Industrial Development Authority for
137+site development, $15,000,000. The fund shall be managed and
138+controlled by the State Industrial Development Authority and
139+expended to provide grants for the assessment of and
140+subsequent development of sites.
141+(10) To the State Law Enforcement Agency for in-car
142+cameras, body cameras, and handheld radios, or other related
143+expenses, $4,833,000.
144+(11) To the Department of Mental Health, $4,000,000. Of
145+this amount, $1,000,000 shall be used to keep the psychiatric
146+beds operational at Bullock County Hospital while the hospital
147+converts to the CMS Rural Emergency Hospital model; $1,500,000
148+shall be used for mental health services for the Lee County
149+Commission; and $1,500,000 shall be used for the East Alabama
150+Medical Center for psychiatric and child services.
151+(12) To the Department of Senior Services for the
152+Medicaid Waiver Program, $1,672,000.
153+(13) To the Tourism Department for a study on
154+establishing a statewide trails network as provided in Act

198-(11) To the Educational Television Commission for
199-workforce recruitment, $150,000.
200-(12) To the Emergency Management Agency, $1,035,000. Of
201-this amount, $600,000 shall be used to replace the Mobile
202-Command Vehicle; $350,000 shall be used for the First
203-Responder Wireless Commission established by Act 2013-330;
204-$25,000 shall be used for generators used in hurricane
205-evacuations; and $60,000 shall be used for Tallapoosa County
206-emergency response vehicles.
207-(13) To the Department of Finance for the State Capitol
208-for building security upgrades, $3,005,769.
209-(14) To the Firefighters' Personnel Standards and
210-Education Commission/Fire College for a ladder truck and
211-life-saving equipment, $500,000.
212-(15) To the Forestry Commission, $1,300,000. Of this
213-amount, $500,000 shall be used for the replacement of obsolete
214-equipment; $500,000 shall be used for workforce development;
215-$50,000 shall be used for a fire truck for the Elkmont
216-Volunteer Fire Department; and $250,000 shall be used for the

186+(14) To the Department of Transportation to develop a
187+statewide plan for advanced air mobility contingent upon HB176
188+of the 2024 Regular Session of the Legislature being enacted,

190+(15) To the Department of Veterans' Affairs,
191+$5,000,000. Of this amount, $2,500,000 shall be used for the
192+construction of Dovetail Landing to help veterans transition
193+to civilian life; and $2,500,000 shall be used for Veterans
194+Recovery Resources in Mobile.
195+Section 4. This act shall become effective immediately.
