Enrolled, An Act,
To make supplemental appropriations for the fiscal year
ending September 30, 2024: from the Youth Services
Reimbursement Fund for Diversion Programs to the Department of
Youth Services in the amount of $2,243,062; from the Veterans'
Assistance Fund to the Department of Veterans' Affairs in the
amount of $7,300,000; and from the State General Fund to
various executive, legislative, and judicial agencies and
entities of the state for a total amount of $254,125,169. 
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. In addition to all other appropriations
heretofore and hereafter made, there is hereby appropriated
$2,243,062 from the Youth Services Reimbursement Fund for
Diversion Programs to the Department of Youth Services for the
fiscal year ending September 30, 2024.
Section 2. In addition to all other appropriations
heretofore and hereafter made, there is hereby appropriated
$7,300,000 from the Veterans' Assistance Fund to the
Department of Veterans' Affairs for the fiscal year ending
September 30, 2024. Of this amount, $7,000,000 shall be used
for the Supporting Alabama's Veterans Grant Program as
approved by the State Board of Veterans' Affairs, and $300,000
shall be used for renovations to the Alabama Veterans War
Memorial in Montgomery.
Section 3. In addition to all other appropriations
heretofore and hereafter made, there is hereby appropriated a
total of $254,125,169 from the State General Fund to the
following executive, legislative, and judicial agencies and

following executive, legislative, and judicial agencies and
entities of the state for the purposes specified below for the
fiscal year ending September 30, 2024:
(1) To the Personnel Department, $500,000. This
appropriation shall be used to contract with an outside entity
to conduct a comprehensive review of Alabama's current
policies and procedures governing state employment to identify
recommendations that may be taken to incorporate a modernized
approach to recruiting, retaining, compensating, and
supervising qualified candidates for state employment. The
agency shall file a report by January 1, 2026, with the
Governor and the Chairs of the Senate Committee on Finance and
Taxation – General Fund and the House Ways and Means – General
Fund Committee with the results and recommendations of the
study.
(2) To the Legislative Council for construction of a
parking deck related to the new State House construction,
$20,000,000.
(3) To the Supreme Court for one-time repairs and
maintenance of the Heflin-Tolbert building and IT hardware
upgrades, $716,600.
(4) To the Agricultural and Conservation Development
Commission, $1,100,000. Of this amount, $1,000,000 shall be
used for the Blackbelt Prairie Restoration Program, and
$100,000 shall be used for the Butler County Fair Association.
(5) To the Department of Agriculture and Industries,
$1,500,000. Of this amount, $1,000,000 shall be used for the
Hunger Solutions Institute at Auburn University, and $500,000
shall be used for the Geneva County Ag-Plex Arena.

shall be used for the Geneva County Ag-Plex Arena.
(6) To the Department of Commerce, $10,600,000. Of this
amount, $5,000,000 shall be used for pier repairs for the Port
of Mobile; $5,000,000 shall be used for flood mitigation for
the City of Huntsville; and $600,000 shall be used through an
intergovernmental agreement with the Department of
Transportation for a statewide plan for advanced air mobility
contingent upon HB176 of the 2024 Regular Session being
enacted.
(7) To the Department of Conservation and Natural
Resources, $1,550,000. Of this amount, $1,500,000 shall be
used for the Lower Alabama River Fish Passage Project; and
$50,000 shall be used for Hope Outdoors.
(8) To the Department of Corrections – Correctional
Capital Improvement Fund established in Section 14-2-21(c),
Code of Alabama 1975, for prison construction, $150,000,000.
(9) To the District Attorneys for juvenile detention
beds for the Russell County District Attorney, $200,000.
(10) To the Department of Economic and Community
Affairs, $$10,197,000. Of this amount, $5,000,000 shall be
used for the Ardmore Welcome Center for the repair/replacement
of the rocket based on an approved plan of expenditure;
$400,000 shall be used for Summerdale water main repairs;
$25,000 shall be used for the City of Ariton for an erosion
project; $85,000 shall be used for the City of Decatur for
island removal; $112,000 shall be used for the City of Florala
for the museum/welcome center; $100,000 shall be used for the
City of Opp for roof repairs to the police headquarters;
$100,000 shall be used for the City of Ozark for park

$100,000 shall be used for the City of Ozark for park
upgrades; $1,000,000 shall be used for the City of Phenix City
for Moon Lake renovations; $1,000,000 shall be used for the
Houston County Sheriff's Office for lock replacement;
$1,200,000 shall be used for the Crenshaw County Recreational
Complex; $750,000 shall be used for the Town of Cottonwood for
tornado assistance; $100,000 shall be used for the Town of St.
Florian for the police department; $25,000 shall be used for
Marion-Winston Youth Leadership; and $300,000 shall be used
for Redemption Earned.
(11) To the Educational Television Commission for
workforce recruitment, $150,000.
(12) To the Emergency Management Agency, $1,035,000. Of
this amount, $600,000 shall be used to replace the Mobile
Command Vehicle; $350,000 shall be used for the First
Responder Wireless Commission established by Act 2013-330;
$25,000 shall be used for generators used in hurricane
evacuations; and $60,000 shall be used for Tallapoosa County
emergency response vehicles.
(13) To the Department of Finance for the State Capitol
for building security upgrades, $3,005,769.
(14) To the Firefighters' Personnel Standards and
Education Commission/Fire College for a ladder truck and
life-saving equipment, $500,000.
(15) To the Forestry Commission, $1,300,000. Of this
amount, $500,000 shall be used for the replacement of obsolete
equipment; $500,000 shall be used for workforce development;
$50,000 shall be used for a fire truck for the Elkmont
Volunteer Fire Department; and $250,000 shall be used for the

Volunteer Fire Department; and $250,000 shall be used for the
North Lookout Mountain Volunteer Fire Department.
(16) To the Geological Survey for the Core and Sample
Repository, $3,500,000.
(17) To the Historical Commission, $221,800 for an
ADA-compliant bath house at Brierfield Ironworks Historical
State Park.
(18) To the State Industrial Development Authority for
site development, $20,000,000. The fund shall be managed and
controlled by the State Industrial Development Authority and
expended to provide grants for the assessment of and
subsequent development of sites.
(19) To the Alabama State Law Enforcement Agency for
in-car cameras, body cameras, and handheld radios, or other
related expenses, $9,833,000.
(20) To the Department of Mental Health, $6,425,000. Of
this amount, $1,000,000 shall be used to keep the psychiatric
beds operational at Bullock County Hospital while the hospital
converts to the CMS Rural Emergency Hospital model; $1,500,000
shall be used for mental health services by the Lee County
Commission; $1,500,000 shall be used for the East Alabama
Medical Center for psychiatric and child services; $2,000,000
shall be used for capital outlay expenses for the East Central
Mental Health Center in Troy; $400,000 shall be used for
capital outlay expenses for the ARC of Madison County; and
$25,000 shall be used for Getting Real About Mental Health.
(21) To the Department of Public Health, $1,950,000. Of
this amount, $1,000,000 shall be used for the Association of
Free Clinics; $150,000 shall be used for epilepsy treatments

Free Clinics; $150,000 shall be used for epilepsy treatments
by the Epilepsy Foundation; $50,000 shall be used for Magic
Moments; $500,000 shall be used for rural ambulance equipment;
and $250,000 shall be used for the Samaritan
Foundation/Connection Health.
(22) To the Department of Senior Services for the
Medicaid Waiver Program, $1,672,000.
(23) To the Department of Tourism, $2,169,000. Of this
amount, $1,000,000 shall be used for a study on establishing a
statewide trails network as provided in Act 2023-378; $500,000
shall be used for the Barber Motor Speedway (2024 Race); and
$669,000 shall be used for the Highway 72 Welcome Center.
(24) To the Department of Veterans' Affairs,
$6,000,000. Of this amount, $3,500,000 shall be used for the
construction of Dovetail Landing to help veterans transition
to civilian life; $500,000 shall be used for the PSA 988
Veterans Billboard; and $2,000,000 shall be used for Veterans
Recovery Resources in Mobile.
Section 4. This act shall become effective immediately.
