264263 EDUCATION CENTER FUNDING. Funds allocated by Henderson State University for 19
265264 the Community Educatio n Center will be used exclusively for the operation and 20
266265 maintenance of the facility and to teach technical and industrial subjects 21

268267 The provisions of this section shall be in effect only from July 1, 2021 23

271270 SECTION 6. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 26
272271 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. LOAN. 27
273272 Loan repayments for the outstanding loan from the Budget Stabilization Trust 28
274273 Fund shall be made from time to time from any legal fund of Henderson State 29
275274 University and the entire amount of the loan shall be repaid to the Budget 30
276275 Stabilization Trust Fund no later than June 30, 2028 or as recommended by the 31
277276 General Assembly upon review o f the loan status, which shall be presented to 32
278277 the Arkansas Legislative Council or the Joint Budget Committee no later than 33
279278 June 30 each year. 34
280279 The provisions of this section shall be in effect only from July 1, 2021 35

287286 SECTION 7. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 2
288287 authorized by this act shall be limited to the appropriation for such agency 3
289288 and funds made available by law for the support of such appropriations; and 4
290289 the restrictions of the St ate Procurement Law, the General Accounting and 5
291290 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 6
292291 Procedures and Restrictions Act, the Higher Education Expenditures 7
293292 Restrictions Act, or their successors, and other fiscal control l aws of this 8
294293 State, where applicable, and regulations promulgated by the Department of 9
295294 Finance and Administration, as authorized by law, shall be strictly complied 10
296295 with in disbursement of said funds. 11

298297 SECTION 8. LEGISLATIVE INTENT. It is the intent of the General 13
299298 Assembly that any funds disbursed under the authority of the appropriations 14
300299 contained in this act shall be in compliance with the stated reasons for 15
301300 which this act was adopted, as evidenced by the Agency Requests, Executive 16
302301 Recommendations and Legislative Recommendations contained in the budget 17
303302 manuals prepared by the Department of Finance and Administration, letters, or 18
304303 summarized oral testimony in the official minutes of the Arkansas Legislative 19
305304 Council or Joint Budget Committee which relate to its passage and adoption. 20

307306 SECTION 9. EFFECTIVE DATE. This act is effective on and after July 1, 22
