SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 17 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. COMMUNITY 18 EDUCATION CENTER FUNDING. Funds allocated by Henderson State University for 19 the Community Educatio n Center will be used exclusively for the operation and 20 maintenance of the facility and to teach technical and industrial subjects 21 for citizens and employers. 22 The provisions of this section shall be in effect only from July 1, 2021 23 2022 through June 30, 2022 2023. 24 25 SECTION 6. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS 26 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. LOAN. 27 Loan repayments for the outstanding loan from the Budget Stabilization Trust 28 Fund shall be made from time to time from any legal fund of Henderson State 29 University and the entire amount of the loan shall be repaid to the Budget 30 Stabilization Trust Fund no later than June 30, 2028 or as recommended by the 31 General Assembly upon review o f the loan status, which shall be presented to 32 the Arkansas Legislative Council or the Joint Budget Committee no later than 33 June 30 each year. 34 The provisions of this section shall be in effect only from July 1, 2021 35 2022 through June 30, 2022 2023. 36 HB1046 8 2/7/2022 2:08:10 PM HAR055 1 SECTION 7. COMPLIANCE WITH OTHER LAWS. Disbursement of funds 2 authorized by this act shall be limited to the appropriation for such agency 3 and funds made available by law for the support of such appropriations; and 4 the restrictions of the St ate Procurement Law, the General Accounting and 5 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary 6 Procedures and Restrictions Act, the Higher Education Expenditures 7 Restrictions Act, or their successors, and other fiscal control l aws of this 8 State, where applicable, and regulations promulgated by the Department of 9 Finance and Administration, as authorized by law, shall be strictly complied 10 with in disbursement of said funds. 11 12 SECTION 8. LEGISLATIVE INTENT. It is the intent of the General 13 Assembly that any funds disbursed under the authority of the appropriations 14 contained in this act shall be in compliance with the stated reasons for 15 which this act was adopted, as evidenced by the Agency Requests, Executive 16 Recommendations and Legislative Recommendations contained in the budget 17 manuals prepared by the Department of Finance and Administration, letters, or 18 summarized oral testimony in the official minutes of the Arkansas Legislative 19 Council or Joint Budget Committee which relate to its passage and adoption. 20 21 SECTION 9.
