State Athletic Commission Act: regulation of contests: licensed physicians.Existing law, the State Athletic Commission Act, a violation of which is punishable as a misdemeanor, requires a promoter, as defined, to have, at its own expense, in attendance at every contest a licensed physician who is approved by the State Athletic Commission and whom the act requires to perform the physical examination of the contestants and observe the physical condition of the contestants during the contest or match.This bill would require a promoter to comply with additional safety requirements, including by requiring the promoter to ensure that there is an ambulance or medical personnel with appropriate resuscitation equipment continuously present on site. The bill would require the licensed physician to certify before the contest whether the boxer is physically fit to safely compete and to provide a copy of that certification to the commission. By expanding the scope of the crimes of perjury and of violating the act, this bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. (a) Every A promoter shall have have, at its own expense expense, in attendance at every contest, contest a licensed physician physician, approved by the commission who has had not less than three years experience in the practice of medicine since licensure, who shall perform the physical examination of the contestants and observe the physical condition of the contestants during the contest or match. do all of the following:(1) (A) Perform a physical examination of each boxer before a contest and certify whether or not the boxer is physically fit to safely compete.(B) Provide a copy of the certification to the commission.(2) Perform a physical examination of each boxer after the contest.(3) Observe from ringside the physical condition of the contestants during the contest.(b) A promoter shall ensure that there is an ambulance or medical personnel with appropriate resuscitation equipment continuously present on site.(c) The services of the physician required pursuant to this section shall be paid according to a schedule of fees adopted by the commission. The fees shall be paid by the club to the commission, and it the commission shall remit the payment to the physician.SEC. 2. No reimbursement is required by this act pursuant to Section 6 of Article XIIIB of the California Constitution because the only costs that may be incurred by a local agency or school district will be incurred because this act creates a new crime or infraction, eliminates a crime or infraction, or changes the penalty for a crime or infraction, within the meaning of Section 17556 of the Government Code, or changes the definition of a crime within the meaning of Section 6 of Article XIIIB of the California Constitution.
