The bill makes several changes to the Colorado Youth Advisory Council and the 
Colorado Youth Advisory Council Review Interim Committee. The bill will increase 
state workload starting in FY 2022-23.

Status: 
The fiscal note reflects the introduced bill, which was requested by the Colorado Youth 
Advisory Review Committee. 
Summary of Legislation 
The bill makes several changes to the structure of the Colorado Youth Advisory Council (COYAC) 
including: 
 
 changing when appointments for non-legislative members are made; 
 requiring the COYAC to adopt bylaws on leadership structure; 
 allowing COYAC members to participate remotely; and 
 clarifying that the COYAC issue its annual report to the COYAC Review Committee each interim 
the committee meets. 
 
Finally, the bill changes how the chair and vice-chair of the COYAC Review Committee are appointed; 
in odd- numbered years, the Speaker of the House will appoint the chair and the President of Senate 
will appoint the vice-chair. In even-numbered years, the process is reversed.

Background 
COYAC advises and makes recommendations to elected officials about issues that affect Colorado's 
youth. The council consists of 40 youths between the ages of 14 and 19 years old, as well as 
four legislators who serve as non-voting members of the council.  COYAC is housed in the Legislative 
Department and is funded by a $25,000 annual General Fund appropriation to the Youth Advisory 
Council Cash Fund. 
State Expenditures 
Starting in FY 2022-23, the bill increases workload within the COYAC, which is housed in the 
Legislative Department, to create and adopt bylaws.  The fiscal note assumes that this work can be 
accomplished within existing appropriations.  
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
