17 | 17 | | WHEREAS, Numerous Indian tribal governments provide college5 |

18 | 18 | | financial assistance and scholarships from the grant program directly to6 |

19 | 19 | | Indian college students through the federal "1975 Indian7 |
---|
20 | 20 | | Self-determination and Education Assistance Act", Pub.L. 93-638, or8 |

21 | 21 | | through the federal "Tribal Self-governance Act of 1994", Pub.L.9 |

23 | 23 | | WHEREAS, The federal government routinely operates under11 |
---|
24 | 24 | | continuing resolutions. As such, grant program funding is delayed;12 |

25 | 25 | | consequently, college scholarship and financial assistance payments and13 |

26 | 26 | | institutional disbursements are delayed, which is problematic for many14 |

44 | 38 | | WHEREAS, Forward funding of the BIE will make grant program8 |

45 | 39 | | funds available for obligation on July 1 of any given fiscal year, and the9 |

46 | 40 | | funds will remain available until September 30 of the succeeding fiscal10 |

47 | 41 | | year; and11 |
---|
48 | 42 | | WHEREAS, Congress may authorize forwarding funding and12 |
---|
49 | 43 | | make a one-time appropriation of such sums, as necessary, to forward13 |
---|
50 | 44 | | fund the BIE grant program; now, therefore,14 |

51 | 45 | | Be It Resolved by the Senate of the Seventy-third General15 |
