17 | - | Be it enacted by the General Assembly of the State of Colorado: | |
18 | - | SECTION 1. Legislative declaration. (1) The general assembly | |
19 | - | finds and declares that: | |
20 | - | (a) The state of Colorado has a significant teacher shortage; | |
21 | - | (b) According to the Colorado department of education, in the | |
22 | - | NOTE: This bill has been prepared for the signatures of the appropriate legislative | |
23 | - | officers and the Governor. To determine whether the Governor has signed the bill | |
24 | - | or taken other action on it, please consult the legislative status sheet, the legislative | |
25 | - | history, or the Session Laws. | |

33 | - | existing teacher preparation programs do not represent the diverse | |
34 | - | populations they serve, as seventy-two percent of persons who complete | |
35 | - | such programs are female and seventy-four percent are White. | |
36 | - | (d) The current paths to teacher licensure limit the number and types | |
37 | - | of individuals who can access them. The existing traditional and alternative | |
38 | - | teacher preparation programs have established important standards of rigor | |
39 | - | that can be applied to new frameworks to positively impact the teacher | |
40 | - | shortage. | |
41 | - | (e) New paths to licensure are more suitable for first-generation | |
42 | - | college students, individuals who require full-time employment, individuals | |
43 | - | already working in schools, individuals outside of the commuting distance | |
44 | - | of existing teacher programs, and others who lack access to traditional | |
45 | - | teacher preparation programs; | |
46 | - | (f) The current alternative path to teacher licensure offers an | |
47 | - | opportunity only for those individuals who already hold a bachelor's degree; | |
48 | - | (g) Another option to make teacher licensure accessible to | |
49 | - | Coloradans who do not yet hold a bachelor's degree is necessary to expand | |
50 | - | the teacher candidate pool and meet the needs of Colorado's schools and | |
51 | - | students; | |
52 | - | (h) A teacher degree apprenticeship program builds on elements | |
53 | - | established by current alternative routes, including a bachelor's degree | |
54 | - | requirement, department of education-approved training programs, and | |
55 | - | structured on-the-job training. A teacher degree apprenticeship program | |
56 | - | gets teachers teaching more quickly, keeps rural residents training and | |
57 | - | working in their communities, and ultimately sets apprentices up for success | |
58 | - | by putting first-year teachers in the classroom with years of practical | |
59 | - | experience from an apprenticeship. It positions apprentices to begin the first | |

54 | + | United States department of labor apprenticeship office (DOL office) and | |
55 | + | utilizes apprentice mentor teachers and apprenticeship program sponsors. | |
56 | + | The bill allows CDE to issue a teacher apprenticeship | |
57 | + | authorization (authorization) to a person (apprentice) who is employed by | |
58 | + | a school district, board of cooperative services, charter school, or institute | |
59 | + | charter school (school) who is actively registered in an apprenticeship | |
60 | + | program, and who is actively enrolled in an affiliated bachelor's degree | |
61 | + | program from an accredited institution. The authorization is valid for 4 | |
62 | + | years while the apprentice completes the bachelor's degree requirement | |
63 | + | of the program. CDE may renew the authorization for 2 years. An | |
64 | + | authorization is invalid if the apprentice withdraws from any part of the | |
65 | + | apprenticeship program or fails to make satisfactory progress. | |
66 | + | Upon application from an entity with expertise in apprenticeship | |
67 | + | or teacher preparation, CDE shall authorize the entity to serve as a teacher | |
68 | + | apprenticeship program sponsor (sponsor). Applications to serve as a | |
69 | + | sponsor must include a proposed work process schedule and related | |
70 | + | instruction required by the DOL office. CDE shall review each | |
71 | + | application and approve or disapprove the sponsor. If approved, the | |
72 | + | sponsor may apply to CDE for approval of an apprenticeship program. | |
73 | + | An apprenticeship program must meet the following criteria: | |
74 | + | ! Be registered with the DOL office; | |
75 | + | ! Incorporate a bachelor's degree program from an accredited | |
76 | + | institution in a related field of study relative to the licensure | |
77 | + | type; and | |
78 | + | ! Incorporate on-the-job training in meaningful and | |
79 | + | time-saving ways. | |
80 | + | Every 5 years after apprenticeship program approval, CDE shall | |
81 | + | consult with the DOL office concerning the federally required audit of the | |
82 | + | apprenticeship program to ensure the apprenticeship program continues | |
