(Effective from passage) On or before January 1, 2013, the Departments of Energy and Environmental Protection and Public Health shall jointly submit a report to the General Assembly, in accordance with the provisions of section 11-4a of the general statutes, with recommendations for legislative changes to allow each of said agencies to abate any civil penalty or fine assessed by the agency after July 1, 2013, on a Connecticut business for a first-time violation of a regulation or statute when such business takes full remedial measures not later than thirty days after such assessment. | |
