2019 AN ACT ESTABLISHING A TASK FORCE TO STUDY A CONSERVED
2120 PERSON'S RIGHT TO INTERACT WITH OTHERS.
2221 Be it enacted by the Senate and House of Representatives in General

2524 Section 1. (Effective from passage) (a) There is established a task force 1
2625 to study how best to ensure the rights of a person under 2
2726 conservatorship, as defined in section 45a-656b of the general statutes, 3
2827 to interact with others. Such study shall include, but need not be 4
2928 limited to, an examination of the least restrictive means to ensure such 5
3029 person may maintain relationships with family members and others 6
3130 while taking into account the safety of such person and minimizing 7
3231 burdens on a conservator of the person, as defined in section 45a-644 8
3332 of the general statutes. 9
3433 (b) The task force shall consist of the following members: 10
3534 (1) Two members of a legal services organization whose members 11
3635 represent persons under conservatorship, appointed by the speaker of 12
3736 the House of Representatives; 13

4543 of whom represents a conserved person and one of whom is a 15

4745 (3) One appointed by the majority leader of the House of 17

4947 (4) One appointed by the majority leader of the Senate; 19
5048 (5) One appointed by the minority leader of the House of 20
5149 Representatives; 21
5250 (6) One appointed by the minority leader of the Senate; and 22
5351 (7) The Probate Court Administrator, or the Probate Court 23
5452 Administrator's designee. 24
5553 (c) Any member of the task force appointed under subdivision (3), 25
5654 (4), (5) or (6) of subsection (b) of this section may be a member of the 26
5755 General Assembly. 27
5856 (d) All appointments to the task force shall be made not later than 28
5957 thirty days after the effective date of this section. Any vacancy shall be 29
6058 filled by the appointing authority. 30
6159 (e) The speaker of the House of Representatives and the president 31
6260 pro tempore of the Senate shall select the chairpersons of the task force 32
6361 from among the members of the task force. Such chairpersons shall 33
6462 schedule the first meeting of the task force, which shall be held not 34
6563 later than sixty days after the effective date of this section. 35
6664 (f) The administrative staff of the joint standing committee of the 36
6765 General Assembly having cognizance of matters relating to aging shall 37
6866 serve as administrative staff of the task force. 38
6967 (g) Not later than December 1, 2019, the task force shall submit a 39
7068 report on its findings and recommendations to the joint standing 40
7169 committees of the General Assembly having cognizance of matters 41
7270 relating to aging and the judiciary, in accordance with the provisions 42 Raised Bill No. 6168
