AN ACT ESTABLISHING A TASK FORCE TO STUDY A CON SERVED 
PERSON'S RIGHT TO INTERACT WITH OTHERS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study how best to ensure the rights of a person under 2 
conservatorship, as defined in section 45a-656b of the general statutes, 3 
to interact with others. Such study shall include, but need not be 4 
limited to, an examination of the least restrictive means to ensure such 5 
person may maintain relationships with family members and others 6 
while taking into account the safety of such person and minimizing 7 
burdens on a conservator of the person, as defined in section 45a-644 8 
of the general statutes. 9 
(b) The task force shall consist of the following members: 10 
(1) Two members of a legal services organization whose members 11 
represent persons under conservatorship, appointed by the speaker of 12 
the House of Representatives; 13 
(2) Two appointed by the president pro tempore of the Senate, one 14  Raised Bill No. 6168

of whom represents a conserved person and one of whom is a 15 
conservator of the person; 16 
(3) One appointed by the majority leader of the House of 17 
Representatives; 18 
(4) One appointed by the majority leader of the Senate; 19 
(5) One appointed by the minority leader of the House of 20 
Representatives; 21 
(6) One appointed by the minority leader of the Senate; and 22 
(7) The Probate Court Administrator, or the Probate Court 23 
Administrator's designee. 24 
(c) Any member of the task force appointed under subdivision (3), 25 
(4), (5) or (6) of subsection (b) of this section may be a member of the 26 
General Assembly. 27 
(d) All appointments to the task force shall be made not later than 28 
thirty days after the effective date of this section. Any vacancy shall be 29 
filled by the appointing authority. 30 
(e) The speaker of the House of Representatives and the president 31 
pro tempore of the Senate shall select the chairpersons of the task force 32 
from among the members of the task force. Such chairpersons shall 33 
schedule the first meeting of the task force, which shall be held not 34 
later than sixty days after the effective date of this section. 35 
(f) The administrative staff of the joint standing committee of the 36 
General Assembly having cognizance of matters relating to aging shall 37 
serve as administrative staff of the task force. 38 
(g) Not later than December 1, 2019, the task force shall submit a 39 
report on its findings and recommendations to the joint standing 40 
committees of the General Assembly having cognizance of matters 41 
relating to aging and the judiciary, in accordance with the provisions 42  Raised Bill No. 6168

of section 11-4a of the general statutes. The task force shall terminate 43 
on the date that it submits such report or December 1, 2019, whichever 44 
is later. 45 
This act shall take effect as follows and shall amend the following 
sections:
