2019 AN ACT CONCERNING TH E CREATION OF A COMMUNITY-BASED
2120 TRANSITION SCHOOL PILOT PROGRAM.
2221 Be it enacted by the Senate and House of Representatives in General

2524 Section 1. (Effective July 1, 2019) (a) For the fiscal years ending June 1
2625 30, 2020, and June 30, 2021, there is established a community-based 2
2726 transition school pilot program to be administered by the Department 3
2827 of Education. The department shall provide a grant-in-aid to a 4
2928 community-based education transition school that provides intensive 5
3029 special education supports to low-income at-risk students who have a 6
3130 history of behavioral issues and learning problems by using a 7
3231 community-based approach with an emphasis on teaching 8
3332 employment and independent living skills while building and 9
3433 strengthening each student's interpersonal social skills. The 10
3534 community-based education transition school shall use such grant-in-11
3635 aid to (1) serve students who are currently enrolled at the school, (2) 12
3736 expand enrollment by accepting new students referred to the school 13
3837 from other schools located in or around Hartford, and (3) assist 14
3938 students who have graduated from the school and transitioned to 15

4745 community-based education transition school shall follow up with 17
4846 students described in subdivision (3) of this subsection for purposes of 18
4947 evaluating the extent to which they have made successful transitions 19
5048 into adulthood and the viability of the community-based transition 20
5149 school model. 21
5250 (b) Not later than January 1, 2022, the Department of Education 22
5351 shall conduct an evaluation of whether the pilot program resulted in a 23
5452 reduction in long-term service costs to students with special needs and 24
5553 adult services through appropriate community-based transition 25
5654 services. The department shall submit a report on its evaluation and 26
5755 findings and any recommendations to the joint standing committees of 27
5856 the General Assembly having cognizance of matters relating to 28
5957 education and appropriations, in accordance with the provisions of 29
6058 section 11-4a of the general statutes. 30
