AN ACT CONCERNING THE CREAT ION OF A COMMUNITY-BASED 
TRANSITION SCHOOL PILOT PROGRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) (a) For the fiscal years ending June 1 
30, 2020, and June 30, 2021, there is established a community-based 2 
transition school pilot program to be administered by the Department 3 
of Education. The department shall provide a grant-in-aid to a 4 
community-based education transition school that provides intensive 5 
special education supports to low-income at-risk students who have a 6 
history of behavioral issues and learning problems by using a 7 
community-based approach with an emphasis on teaching 8 
employment and independent living skills while building and 9 
strengthening each student's interpersonal social skills. The 10 
community-based education transition school shall use such grant-in-11 
aid to (1) serve students who are currently enrolled at the school, (2) 12 
expand enrollment by accepting new students referred to the school 13 
from other schools located in or around Hartford, and (3) assist 14 
students who have graduated from the school and transitioned to 15 
employment and independent living in the community. The 16  Raised Bill No. 7311

community-based education transition school shall follow up with 17 
students described in subdivision (3) of this subsection for purposes of 18 
evaluating the extent to which they have made successful transitions 19 
into adulthood and the viability of the community-based transition 20 
school model. 21 
(b) Not later than January 1, 2022, the Department of Education 22 
shall conduct an evaluation of whether the pilot program resulted in a 23 
reduction in long-term service costs to students with special needs and 24 
adult services through appropriate community-based transition 25 
services. The department shall submit a report on its evaluation and 26 
findings and any recommendations to the joint standing committees of 27 
the General Assembly having cognizance of matters relating to 28 
education and appropriations, in accordance with the provisions of 29 
section 11-4a of the general statutes. 30 
This act shall take effect as follows and shall amend the following 
sections:
