27 | 25 | | Section 1. (Effective from passage) (a) The executive director of the 1 |
---|
28 | 26 | | Commission on Human Rights and Opportunities shall establish an 2 |
---|
29 | 27 | | advisory committee to examine state laws relating to the prohibition of 3 |
---|
30 | 28 | | discrimination on the basis of gender identity or expression in places 4 |
---|
31 | 29 | | of employment and schools. 5 |
---|
32 | 30 | | (b) The advisory committee shall consist of the executive director of 6 |
---|
33 | 31 | | the Commission on Human Rights and Opportunities, or the executive 7 |
---|
34 | 32 | | director's designee, the Commissioner of Education, or the 8 |
---|
35 | 33 | | commissioner's designee, and five members appointed to the advisory 9 |
---|
36 | 34 | | committee by the executive director, who have experience in one or 10 |
---|
37 | 35 | | more of the following areas: (1) Drafting statutes or regulations, (2) 11 |
---|
38 | 36 | | employment as a teacher or school administrator, (3) employment law, 12 |
---|
39 | 37 | | (4) the impact and application of existing state law as related to gender 13 |
---|

47 | 44 | | identity or expression. When making appointments to the advisory 15 |
---|
48 | 45 | | committee, the executive director, to the extent practicable, shall 16 |
---|
49 | 46 | | appoint a member who is: (A) An administrator or teacher, or past 17 |
---|
50 | 47 | | administrator or teacher, in a public school district, (B) a representative 18 |
---|
51 | 48 | | of an organization whose work relates to the area of gender identity or 19 |
---|
52 | 49 | | expression, (C) a representative of an organization that advocates for 20 |
---|
53 | 50 | | the needs of individuals based on gender identity or expression, and 21 |
---|
54 | 51 | | (D) an individual who has experienced discrimination on the basis of 22 |
---|
55 | 52 | | gender identity or expression. The executive director, or the executive 23 |
---|
56 | 53 | | director's designee, shall serve as chairperson of the advisory 24 |
---|
57 | 54 | | committee. 25 |

58 | 55 | | (c) The advisory committee shall examine: (1) State law with regard 26 |
---|
59 | 56 | | to protections from discrimination on the basis of gender identity or 27 |
---|
60 | 57 | | expression in places of employment and schools, (2) legislative or 28 |
---|
61 | 58 | | administrative action that is required to enhance such protections, and 29 |
---|
62 | 59 | | (3) such other matters as may be agreed to by the members of such 30 |
---|
63 | 60 | | committee. 31 |

64 | 61 | | (d) Not later than December 1, 2020, the executive director of the 32 |
---|
65 | 62 | | Commission on Human Rights and Opportunities, or the executive 33 |
---|
66 | 63 | | director's designee, shall submit a report on the findings and 34 |
---|
67 | 64 | | recommendations of the advisory committee to the joint standing 35 |
---|
68 | 65 | | committee of the General Assembly having cognizance of matters 36 |

69 | 66 | | relating to the judiciary, in accordance with the provisions of section 37 |
---|
