2018 AN ACT CREATING AN A DVISORY COMMITTEE TO STUDY
2119 DISCRIMINATION ON THE BASIS OF GENDER IDENTITY OR
2220 EXPRESSION THAT OCCU RS IN WORKPLACES AND SCHOOLS IN

2422 Be it enacted by the Senate and House of Representatives in General

2725 Section 1. (Effective from passage) (a) The executive director of the 1
2826 Commission on Human Rights and Opportunities shall establish an 2
2927 advisory committee to examine state laws relating to the prohibition of 3
3028 discrimination on the basis of gender identity or expression in places 4
3129 of employment and schools. 5
3230 (b) The advisory committee shall consist of the executive director of 6
3331 the Commission on Human Rights and Opportunities, or the executive 7
3432 director's designee, the Commissioner of Education, or the 8
3533 commissioner's designee, and five members appointed to the advisory 9
3634 committee by the executive director, who have experience in one or 10
3735 more of the following areas: (1) Drafting statutes or regulations, (2) 11
3836 employment as a teacher or school administrator, (3) employment law, 12
3937 (4) the impact and application of existing state law as related to gender 13

4744 identity or expression. When making appointments to the advisory 15
4845 committee, the executive director, to the extent practicable, shall 16
4946 appoint a member who is: (A) An administrator or teacher, or past 17
5047 administrator or teacher, in a public school district, (B) a representative 18
5148 of an organization whose work relates to the area of gender identity or 19
5249 expression, (C) a representative of an organization that advocates for 20
5350 the needs of individuals based on gender identity or expression, and 21
5451 (D) an individual who has experienced discrimination on the basis of 22
5552 gender identity or expression. The executive director, or the executive 23
5653 director's designee, shall serve as chairperson of the advisory 24
5754 committee. 25
5855 (c) The advisory committee shall examine: (1) State law with regard 26
5956 to protections from discrimination on the basis of gender identity or 27
6057 expression in places of employment and schools, (2) legislative or 28
6158 administrative action that is required to enhance such protections, and 29
6259 (3) such other matters as may be agreed to by the members of such 30
6360 committee. 31
6461 (d) Not later than December 1, 2020, the executive director of the 32
6562 Commission on Human Rights and Opportunities, or the executive 33
6663 director's designee, shall submit a report on the findings and 34
6764 recommendations of the advisory committee to the joint standing 35
6865 committee of the General Assembly having cognizance of matters 36
6966 relating to the judiciary, in accordance with the provisions of section 37
7067 11-4a of the general statutes. 38
