Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The executive director of the 1 Commission on Human Rights and Opportunities shall establish an 2 advisory committee to examine state laws relating to the prohibition of 3 discrimination on the basis of gender identity or expression in places 4 of employment and schools. 5 (b) The advisory committee shall consist of the executive director of 6 the Commission on Human Rights and Opportunities, or the executive 7 director's designee, the Commissioner of Education, or the 8 commissioner's designee, and five members appointed to the advisory 9 committee by the executive director, who have experience in one or 10 more of the following areas: (1) Drafting statutes or regulations, (2) 11 employment as a teacher or school administrator, (3) employment law, 12 (4) the impact and application of existing state law as related to gender 13 identity or expression, or (5) discrimination on the basis of gender 14 Committee Bill No. 792 LCO 5970 {\\PRDFS1\SCOUSERS\RICCIARDIK\WS\2019SB- 00792-R02-SB.docx } 2 of 2 identity or expression. When making appointments to the advisory 15 committee, the executive director, to the extent practicable, shall 16 appoint a member who is: (A) An administrator or teacher, or past 17 administrator or teacher, in a public school district, (B) a representative 18 of an organization whose work relates to the area of gender identity or 19 expression, (C) a representative of an organization that advocates for 20 the needs of individuals based on gender identity or expression, and 21 (D) an individual who has experienced discrimination on the basis of 22 gender identity or expression. The executive director, or the executive 23 director's designee, shall serve as chairperson of the advisory 24 committee. 25 (c) The advisory committee shall examine: (1) State law with regard 26 to protections from discrimination on the basis of gender identity or 27 expression in places of employment and schools, (2) legislative or 28 administrative action that is required to enhance such protections, and 29 (3) such other matters as may be agreed to by the members of such 30 committee. 31 (d) Not later than December 1, 2020, the executive director of the 32 Commission on Human Rights and Opportunities, or the executive 33 director's designee, shall submit a report on the findings and 34 recommendations of the advisory committee to the joint standing 35 committee of the General Assembly having cognizance of matters 36 relating to the judiciary, in accordance with the provisions of section 37 11-4a of the general statutes. 38 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section JUD Joint Favorable
