AN ACT ALLOWING BEHA VIOR ANALYSTS TO PAR TICIPATE IN THE 
PROFESSIONAL ASSISTA NCE PROGRAM FOR REGULATE D 
PROFESSIONALS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subdivision (3) of subsection (a) of section 19a-12a of the 1 
general statutes is repealed and the following is substituted in lieu 2 
thereof (Effective July 1, 2019): 3 
(3) "Health care professionals" includes any person licensed or who 4 
holds a permit pursuant to chapter 370, 372, 373, 375, 375a, 376, 376a, 5 
376b, 376c, 377, 378, 379, 379a, 380, 381, 381a, 382a, 383, 383a, 383b, 6 
383c, 384, 384a, 384b, 384c, 384d, 385, 398 or 399; 7 
Sec. 2. Subsection (b) of section 20-185k of the general statutes is 8 
repealed and the following is substituted in lieu thereof (Effective July 9 
1, 2019, and applicable to applications for license renewal made on or after 10 
July 1, 2019): 11 
(b) A license issued under this section may be renewed annually. 12 
The license shall be renewed in accordance with the provisions of 13 
section 19a-88, for a fee of one hundred [seventy-five] eighty dollars 14 
for applications for renewal submitted on or after July 1, 2019. Each 15 
behavior analyst applying for license renewal shall furnish evidence 16 
satisfactory to the commissioner of having current certification with 17  Substitute Bill No. 923

the Behavior Analyst Certification Board.  18 
Sec. 3. Section 19a-12d of the general statutes is repealed and the 19 
following is substituted in lieu thereof (Effective July 1, 2019): 20 
On or before the last day of January, April, July and October in each 21 
year, the Commissioner of Public Health shall certify the amount of 22 
revenue received as a result of any fee increase in the amount of five 23 
dollars (1) that took effect October 1, 2015, pursuant to sections 19a-88, 24 
19a-515, 20-65k, 20-74bb, 20-74h, 20-74s, 20-149, 20-162o, 20-162bb, 20-25 
191a, 20-195c, 20-195o, 20-195cc, 20-201, 20-206b, 20-206n, 20-206r, 20-26 
206bb, 20-206ll, 20-222a, 20-275, 20-395d, 20-398 and 20-412, and (2) 27 
that took effect July 1, 2019, pursuant to section 20-185k, as amended 28 
by this act, and transfer such amount to the professional assistance 29 
program account established in section 19a-12c.  30 
This act shall take effect as follows and shall amend the following 
sections:
