AN ACT CONCERNING A STUDY OF THE IMPACT OF COVID-19 ON 
SENIOR CITIZENS AND ADULTS WITH DISABILITIES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioners of Public 1 
Health, Aging and Disability Services and Social Services shall study the 2 
impact of the COVID-19 pandemic on the health, safety and welfare of 3 
senior citizens, including, but not limited to, residents of nursing home 4 
facilities, as defined in section 19a-490 of the general statutes, and 5 
managed residential communities, as defined in section 19a-693 of the 6 
general statutes, and adults with disabilities. 7 
(b) Not later than January 1, 2022, the commissioners shall file a 8 
report in accordance with the provisions of section 11-4a of the general 9 
statutes to the joint standing committees of the General Assembly 10 
having cognizance of matters relating to aging, human services and 11 
public health. The report shall include (1) the impact of the COVID-19 12 
pandemic on the health, safety and welfare of senior citizens and adults 13 
with disabilities, and (2) recommendations to mitigate the impact of any 14 
future pandemic. 15 
This act shall take effect as follows and shall amend the following 
sections:
