Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) Not later than September 1, 2021, 1 the Department of Transportation, the Division of State Police within 2 the Department of Emergency Services and Public Protection and the 3 Police Officer Standards and Training Council shall jointly convene a 4 working group to examine the uniform investigation of accident report 5 form prescribed under subsection (a) of section 14-108a of the general 6 statutes and consider modifications to such report to address concerns 7 regarding the length of such report and the time needed by police 8 officers and other individuals investigating an accident to complete 9 such report. 10 (b) The working group shall consist of the following members, or 11 their designees, who shall be appointed by the departments and council 12 not later than sixty days after the effective date of this section: (1) An 13 employee of the Highway Safety Office within the Department of 14 Transportation, (2) an employee of the Bureau of Engineering and 15 Construction within the Department of Transportation, (3) a sworn 16 member of a municipal police department, (4) a sworn member of the 17 Division of State Police within the Department of Emergency Service 18 Substitute Bill No. 6599 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2021HB-06599- R01-HB.docx } 2 of 2 and Public Protection, (5) a professor employed by an institution of 19 higher education in this state who specializes in transportation-related 20 research, (6) a police chief from a town with a population of equal to or 21 greater than forty-five thousand, (7) a police chief from a town with a 22 population of less than forty-five thousand, (8) a representative from an 23 association representing the interests of police chiefs, (9) a 24 representative of an association representing the interests of 25 municipalities, (10) the Commissioner of Motor Vehicles, and (11) any 26 other person invited by the departments and council to be a member of 27 the working group. 28 (c) Not later than January 1, 2023, the working group shall submit a 29 report on its findings and recommendations to the joint standing 30 committee of the General Assembly having cognizance of matters 31 relating to public safety and security, in accordance with the provisions 32 of section 11-4a of the general statutes. The working group shall 33 terminate on the date that it submits such report or January 1, 2023, 34 whichever is later. 35 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section PS Joint Favorable Subst.
