AN ACT ESTABLISHING A TASK FORCE CONCERNING THE 
ACCESSIBILITY OF STATE AGENCY INTERNET WEB SITES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established the State 1 
Agency Internet Web Site Accessibility Task Force to study the 2 
accessibility of the Internet web sites of state agencies. Such study shall 3 
include, but need not be limited to, an examination of whether (1) the 4 
information and services on the state agency Internet web sites are 5 
designed to be accessible to people with disabilities; (2) state agencies 6 
and the developers of their Internet web sites apply the guidelines for 7 
achieving universal accessibility principles when designing and 8 
creating any official Internet web site of a state agency; and (3) to 9 
recommend reinstating the Connecticut Web Site Accessibility 10 
Committee. 11 
(b) The task force shall consist of the following members: 12 
(1) Two appointed by the speaker of the House of Representatives; 13  Raised Bill No. 5452

(2) Two appointed by the president pro tempore of the Senate; 14 
(3) One appointed by the majority leader of the House of 15 
Representatives; 16 
(4) One appointed by the majority leader of the Senate; 17 
(5) One appointed by the minority leader of the House of 18 
Representatives; 19 
(6) One appointed by the minority leader of the Senate; 20 
(7) The Commissioner of Administrative Services, or the 21 
commissioner's designee; 22 
(8) The Chief Data Officer within the Office of Policy and 23 
Management; 24 
(9) The Commissioner of Developmental Services, or the 25 
commissioner's designee; 26 
(10) The chairperson of the Advisory Board for Persons Who are 27 
Deaf, Hard of Hearing or Deafblind, who is the Governor's liaison to the 28 
disability community; 29 
(11) The state Americans with Disabilities Act coordinator, as defined 30 
in section 4-61aa of the general statutes; 31 
(12) The Commissioner of Mental Health and Addiction Services, or 32 
the commissioner's designee; 33 
(13) The Labor Commissioner, or the commissioner's designee; 34 
(14) The executive director of the Commission on Human Rights and 35 
Opportunities, or the executive director's designee; and 36 
(15) The Commissioner of Aging and Disability Services, or the 37

(c) Any member of the task force appointed under subdivision (1), 39 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 40 
of the General Assembly. 41 
(d) All initial appointments to the task force shall be made not later 42 
than thirty days after the effective date of this section. Any vacancy shall 43 
be filled by the appointing authority. 44 
(e) The speaker of the House of Representatives and the president pro 45 
tempore of the Senate shall select the chairpersons of the task force from 46 
among the members of the task force. Such chairpersons shall schedule 47 
the first meeting of the task force, which shall be held not later than sixty 48 
days after the effective date of this section. 49 
(f) The administrative staff of the joint standing committee of the 50 
General Assembly having cognizance of matters relating to government 51 
administration shall serve as administrative staff of the task force. 52 
(g) Not later than January 1, 2023, the task force shall submit a report 53 
on its findings and recommendations to the joint standing committee of 54 
the General Assembly having cognizance of matters relating to 55 
government administration, in accordance with the provisions of 56 
section 11-4a of the general statutes. The task force shall terminate on 57 
the date that it submits such report or January 1, 2023, whichever is later. 58 
This act shall take effect as follows and shall amend the following 
sections:
