2019 AN ACT ESTABLISHING A WORKING GROUP TO STUDY REMOTE
2120 NOTARIAL ACTS AND THE REVISED UNIFORM LAW ON NOTARIAL

2625 Section 1. (Effective from passage) (a) The chairpersons of the joint 1
2726 standing committee of the General Assembly having cognizance of 2
2827 matters relating to commerce shall convene a working group to examine 3
2928 and make recommendations regarding whether to adopt the Revised 4
3029 Uniform Law on Notarial Acts and whether remote notarial acts should 5
3130 be permitted in connection with real estate and trusts and estates 6
3231 transactions. 7
3332 (b) Appointments to the working group shall include, but need not 8
3433 be limited to, the Secretary of the State, or the Secretary's designee, a 9
3534 representative from the General Assembly who is an attorney having 10
3635 experience in real estate transactions, representatives from the joint 11
3736 standing committees of the General Assembly having cognizance of 12
3837 matters relating to commerce, government administration and the 13
3938 judiciary, the Judicial Branch, the office of the Secretary of the State, the 14 Raised Bill No. 99

4644 Connecticut State Library, the Connecticut Town Clerks Association, the 15
4745 Uniform Law Commission, state or regional bar associations, notary 16
4846 associations and the title insurance industry and the mortgage industry. 17
4947 All appointments to the working group shall be made not later than 18
5048 thirty days after the effective date of this section. 19
5149 (c) The Secretary of the State, or the Secretary's designee, and the 20
5250 representative from the General Assembly who is an attorney having 21
5351 experience in real estate transactions shall be the chairpersons of the 22
5452 working group. The chairpersons of the working group shall schedule 23
5553 the first meeting of the working group, which shall be held not later than 24
5654 sixty days after the effective date of this section. The working group 25
5755 shall meet at least monthly thereafter, until it submits its report 26
5856 pursuant to subsection (d) of this section. 27
5957 (d) Not later than January 1, 2023, the working group shall submit a 28
6058 report on its findings and recommendations pursuant to subsection (a) 29
6159 of this section to the joint standing committees of the General Assembly 30
6260 having cognizance of matters relating to commerce, government 31
6361 administration and the judiciary, in accordance with the provisions of 32
6462 section 11-4a of the general statutes. The working group shall terminate 33
6563 on the date that it submits such report or on January 1, 2023, whichever 34
6664 is later. 35
