AN ACT CONCERNING A STUDY OF MUNICIPAL VETERANS 
SERVICES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Veterans 1 
Affairs shall, within available appropriations, conduct a study of 2 
veterans services provided by municipalities in this state. Such study 3 
shall: (1) Identify municipalities with a local veterans' advisory 4 
committee, municipalities with a municipal veterans' representative 5 
and municipalities with neither; (2) examine the resources, including, 6 
but not limited to, time, financial, technological and human, made 7 
available by a municipality to each such committee or representative, as 8 
applicable; and (3) compare across all municipalities the level and 9 
quality of veterans services provided. 10 
(b) Not later than January 1, 2023, the commissioner shall submit to 11 
the joint standing committee of the General Assembly having 12 
cognizance of matters relating to veterans' affairs, in accordance with 13 
the provisions of section 11-4a of the general statutes, (1) a report on the 14 
findings of any study conducted pursuant to subsection (a) of this 15 
section; and (2) recommendations for legislation to address deficiencies 16 
or insufficiencies in the provision of veterans services by municipalities 17

This act shall take effect as follows and shall amend the following 
sections:
