1419 AN ACT ESTABLISHING A PROCESS FOR THE ADDITION OF
15-DIVERSE STATUES TO THE STATE CAPITOL BUILDING , A PLAN

1822 Be it enacted by the Senate and House of Representatives in General
1923 Assembly convened:

2125 Section 1. Section 4b-60 of the general statutes is repealed and the 1
2226 following is substituted in lieu thereof (Effective July 1, 2023): 2
2327 (a) There shall be a State Commission on Capitol Preservation and 3
2428 Restoration to consist of twelve members to be appointed as follows: 4
2529 Two members shall be appointed by the Governor, two by the speaker 5
2630 of the House of Representatives, two by the president pro tempore of 6
2731 the Senate, one by the House minority leader, one by the Senate 7
2832 minority leader, two members of the Joint Committee on Legislative 8
2933 Management, one appointed by each of the chairmen of said committee, 9
3034 and one member of the Historic Preservation Council appointed by its 10
3135 chairperson. The Commissioner of Administrative Services, or the 11
3236 commissioner's designee, shall be an ex-officio member of the 12
3337 commission and shall attend its meetings. Vacancies on the commission 13
3438 shall be filled by the original appointing authority for the unexpired 14

3544 portion of the term. The members shall serve without compensation for 15
3645 their services but shall be reimbursed for their actual and necessary 16

46+expenses incurred in the performance of their duties. The commission 17
4447 shall meet at least quarterly, and more often on the call of the chairman 18
4548 or on the written request of a majority of the members. The commission 19
4649 may designate subcommittees to carry out its functions. Any member 20
4750 who fails to attend three consecutive meetings or fails to attend fifty per 21
4851 cent of all meetings held during any calendar year shall be deemed to 22
4952 have resigned. 23
5053 (b) The commission: (1) Shall undertake a continuing review and 24
5154 study of the State Capitol building and grounds, with a view to 25
5255 developing a master plan for the preservation and restoration of the 26
5356 Capitol, including necessary structural changes, consistent with the 27
5457 original historical character of the building, with due regard being given 28
5558 to enhancing the interior and exterior beauty of the building, making 29
5659 better use of existing space and reducing public safety hazards; (2) shall 30
5760 develop, as part of such master plan, a process for identifying and 31
5861 commissioning additional statues to be added to the exterior of the State 32
5962 Capitol building that reflect the diversity of the state; (3) may consult 33
6063 with state, federal or private agencies with respect [thereto] to the duties 34
6164 set forth in subdivisions (1) and (2) of this subsection, and disseminate 35
6265 information on its activities; and [(3)] (4) shall report on its activities to 36
6366 the Joint Committee on Legislative Management annually or as often as 37
6467 the committee shall direct. The Department of Administrative Services 38
6568 shall provide professional staff assistance to the commission when 39
6669 available. If such assistance cannot be provided within a reasonable 40
6770 time, the commission may, with the approval of the Joint Committee on 41
6871 Legislative Management, retain technical advisors to assist in reviewing 42
6972 project plans and work. 43
7073 (c) The commission is authorized to accept gifts, donations and grants 44
7174 from the federal government or other public or private sources for the 45
7275 purpose of such preservation and restoration. 46

7381 (d) The Joint Committee on Legislative Management may undertake 47
7482 capital expenditure programs for which capital funds are authorized, in 48
7583 connection with such preservation and restoration, including, but not 49
76-limited to, implementing the process developed pursuant to subdivision 50 Substitute Bill No. 6077
84+limited to, implementing the process developed under subdivision (2) 50
85+of subsection (b) of this section to commission additional statues. Such 51
86+programs shall be carried out by the committee, pursuant to plans and 52
87+specifications approved by the commission and in accordance with the 53
88+bidding procedures in part II of chapter 60. The commission shall adopt 54
89+regulations establishing basic artistic standards in keeping with the 55
90+original historical character of the Capitol to assist the committee in the 56
91+preparation of plans and specifications. 57
92+(e) The commission shall be an independent body within the 58
93+Legislative Department for administrative purposes only. 59
94+Sec. 2. (NEW) (Effective July 1, 2023) (a) There is established a State 60
95+Historical Commission, which shall be part of the executive branch. The 61
96+commission shall examine and make recommendations to the 62
97+legislative, executive and judicial branches on questions of 63
98+memorialization and commemoration related to Connecticut and 64
99+United States history. 65
100+(b) The commission shall consist of the following members: (1) Two 66
101+appointed by the speaker of the House of Representatives; (2) two 67
102+appointed by the president pro tempore of the Senate; (3) one appointed 68
103+by the minority leader of the House of Representatives; (4) one 69
104+appointed by the minority leader of the Senate; (5) two appointed by the 70
105+Governor; (6) two appointed by the chairpersons of the joint standing 71
106+committee of the General Assembly having cognizance of matters 72
107+relating to government administration, with one member appointed by 73
108+each chairperson; and (7) two appointed by the ranking members of the 74
109+joint standing committee of the General Assembly having cognizance of 75
110+matters relating to government administration, with one member 76
111+appointed by each ranking member. Members shall be scholars in the 77
112+areas of history, literature, law or philosophy with an affiliation with an 78

93-Commission on Capitol Preservation and Restoration shall (1) develop 61
94-a plan for the installation of exterior placards or other signage around 62
95-the exterior of the State Capitol Building to provide a written historical 63
96-explanation of the various statues and other markers on the exterior of 64
97-the State Capitol Building for the public, and (2) submit such plan to the 65
98-Joint Committee on Legislative Management. 66
99-Sec. 3. (NEW) (Effective July 1, 2023) (a) There is established a State 67
100-Historical Commission, which shall be an independent body within the 68
101-Legislative Department for administrative purposes only. The 69
102-commission shall examine and make recommendations to the 70
103-legislative, executive and judicial branches on questions of 71
104-memorialization and commemoration related to Connecticut and 72
105-United States history. 73
106-(b) The commission shall consist of the following members: (1) Two 74
107-appointed by the speaker of the House of Representatives; (2) two 75
108-appointed by the president pro tempore of the Senate; (3) one appointed 76
109-by the minority leader of the House of Representatives; (4) one 77
110-appointed by the minority leader of the Senate; (5) two appointed by the 78
111-Governor; (6) two appointed by the chairpersons of the joint standing 79
112-committee of the General Assembly having cognizance of matters 80
113-relating to government administration, with one member appointed by 81
114-each chairperson; and (7) two appointed by the ranking members of the 82 Substitute Bill No. 6077

121-joint standing committee of the General Assembly having cognizance of 83
122-matters relating to government administration, with one member 84
123-appointed by each ranking member. Members shall be scholars in the 85
124-areas of history, literature, law or philosophy with an affiliation with an 86
125-accredited institution of higher education located in this state. Any 87
126-member of the commission appointed under this subsection may be a 88
127-member of the General Assembly. 89
128-(c) All initial appointments to the commission shall be made not later 90
129-than September 1, 2023. Appointed members of the commission shall 91
130-serve for three-year terms which shall commence on the date of 92
131-appointment. Members shall continue to serve until their successors are 93
132-appointed. 94
133-(d) The speaker of the House of Representatives and the president 95
134-pro tempore of the Senate shall select the chairperson of the commission 96
135-from among the members of the commission. Such chairperson shall 97
136-schedule the first meeting of the commission, which shall be held not 98
137-later than September 15, 2023. 99
138-(e) The administrative staff of the joint standing committee of the 100
139-General Assembly having cognizance of matters relating to government 101
140-administration shall serve as administrative staff of the commission. 102
141-(f) Any vacancy shall be filled by the appointing authority. Any 103
142-vacancy occurring other than by expiration of term shall be filled for the 104
143-balance of the unexpired term. 105
144-(g) A majority of the commission shall constitute a quorum for the 106
145-transaction of any business. 107
146-(h) The members of the commission shall serve without 108
147-compensation, but shall, within the limits of available funds, be 109
148-reimbursed for expenses necessarily incurred in the performance of 110
149-their duties. 111

157-(1) issue reports and recommendations to all three branches of 113
158-government concerning historical questions of memorialization and 114
159-commemoration related to Connecticut and United States history, either 115
160-upon the request of any executive, legislative or judicial department, 116
161-board, commission or other agency of the state or upon its own 117
162-initiative; (2) obtain from any executive, legislative or judicial 118
163-department, board, commission or other agency of the state such 119
164-assistance and data as necessary and available to carry out the purposes 120
165-of this section; (3) accept any gift, donation or bequest for the purpose 121
166-of performing the duties described in this section; and (4) perform such 122
167-other acts as may be necessary and appropriate to carry out the duties 123
168-described in this section. 124
169-(j) Not later than February 1, 2024, and annually thereafter, the 125
170-commission shall submit a report, in accordance with the provisions of 126
171-section 11-4a of the general statutes, to the Governor and the joint 127
172-standing committee of the General Assembly having cognizance of 128
173-matters relating to government administration. Such report shall 129
174-include, but need not be limited to, a summary of the activities of the 130
175-commission during the prior year and any policy changes and 131
176-amendments to the general statutes necessary to implement the 132
177-recommendations of the commission. 133
