LCO No. 4695 1 of 3 General Assembly Raised Bill No. 6779 January Session, 2023 LCO No. 4695 Referred to Committee on HOUSING Introduced by: (HSG) AN ACT ESTABLISHING A TASK FORCE TO STUDY A HOUSING OPPORTUNITIES TAX CREDIT. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to conduct a study of the feasibility and potential benefits of providing 2 a housing opportunity tax credit to landlords who offer housing to 3 formerly incarcerated individuals. For the purposes of this section, such 4 tax credit would be applicable against any state income tax owed by a 5 landlord and would be equal to twenty-five per cent of the rental income 6 a landlord receives from any tenant who is a formerly incarcerated 7 individual. The task force shall consider the following in its study: 8 (1) The potential impact of such tax credit on the availability of 9 housing for formerly incarcerated individuals; 10 (2) The potential financial benefits to landlords who provide housing 11 to formerly incarcerated individuals; 12 (3) The potential impact of such tax credit on recidivism rates of 13 formerly incarcerated individuals and the potential financial benefits to 14 Raised Bill No. 6779 LCO No. 4695 2 of 3 the state resulting from any such reduced recidivism rates; 15 (4) The potential administrative costs associated with implementing 16 the tax credit program; and 17 (5) The best practices for implementing a housing opportunity tax 18 credit program. 19 (b) The task force shall consist of the following members: 20 (1) Two appointed by the speaker of the House of Representatives, 21 one of whom is a formerly incarcerated individual; 22 (2) Two appointed by the president pro tempore of the Senate, one of 23 whom is a representative of a nonprofit entity that provides housing 24 services; 25 (3) One appointed by the majority leader of the House of 26 Representatives; 27 (4) One appointed by the majority leader of the Senate; 28 (5) One appointed by the minority leader of the House of 29 Representatives, who is a landlord; 30 (6) One appointed by the minority leader of the Senate, who is a 31 representative of a nonprofit entity that provides services to formerly 32 incarcerated individuals; 33 (7) The Commissioner of Housing, or the commissioner's designee; 34 (8) The Commissioner of Revenue Services, or the commissioner's 35 designee; and 36 (9) The Commissioner of Correction, or the commissioner's designee. 37 (c) Any member of the task force appointed under subdivision (1), 38 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 39 of the General Assembly. 40 Raised Bill No. 6779 LCO No. 4695 3 of 3 (d) All initial appointments to the task force shall be made not later 41 than thirty days after the effective date of this section. Any vacancy shall 42 be filled by the appointing authority. 43 (e) The speaker of the House of Representatives and the president pro 44 tempore of the Senate shall select the chairpersons of the task force from 45 among the members of the task force. Such chairpersons shall schedule 46 the first meeting of the task force, which shall be held not later than sixty 47 days after the effective date of this section. 48 (f) The administrative staff of the joint standing committee of the 49 General Assembly having cognizance of matters relating to housing 50 shall serve as administrative staff of the task force. 51 (g) Not later than January 1, 2024, the task force shall submit a report 52 on its findings and recommendations to the joint standing committee of 53 the General Assembly having cognizance of matters relating to housing, 54 in accordance with the provisions of section 11-4a of the general statutes. 55 The task force shall terminate on the date that it submits such report or 56 January 1, 2024, whichever is later. 57 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To establish a task force to study a housing opportunities tax credit program for landlords that provides housing opportunities to formerly incarcerated individuals.
