25 | 25 | | Section 1. (Effective from passage) (a) There is established a task force 1 |
---|
26 | 26 | | to conduct a study of the feasibility and potential benefits of providing 2 |
---|
27 | 27 | | a housing opportunity tax credit to landlords who offer housing to 3 |
---|
28 | 28 | | formerly incarcerated individuals. For the purposes of this section, 4 |
---|
29 | 29 | | such tax credit would be applicable against any state income tax owed 5 |
---|
30 | 30 | | by a landlord and would be equal to twenty-five per cent of the rental 6 |
---|
31 | 31 | | income a landlord receives from any tenant who is a formerly 7 |
---|
32 | 32 | | incarcerated individual. The task force shall consider the following in 8 |
---|
33 | 33 | | its study: 9 |
---|
34 | 34 | | (1) The potential impact of such tax credit on the availability of 10 |
---|
35 | 35 | | housing for formerly incarcerated individuals; 11 |
---|
36 | 36 | | (2) The potential financial benefits to landlords who provide 12 |
---|
37 | 37 | | housing to formerly incarcerated individuals; 13 |
---|
38 | 38 | | (3) The potential impact of such tax credit on recidivism rates of 14 Bill No. 6779 |

51 | 51 | | (b) The task force shall consist of the following members: 21 |
---|
52 | 52 | | (1) Two appointed by the speaker of the House of Representatives, 22 |
---|
53 | 53 | | one of whom is a formerly incarcerated individual; 23 |
---|
54 | 54 | | (2) Two appointed by the president pro tempore of the Senate, one 24 |
---|
55 | 55 | | of whom is a representative of a nonprofit entity that provides housing 25 |
---|
56 | 56 | | services; 26 |
---|
57 | 57 | | (3) One appointed by the majority leader of the House of 27 |
---|
58 | 58 | | Representatives; 28 |
---|
59 | 59 | | (4) One appointed by the majority leader of the Senate; 29 |
---|
60 | 60 | | (5) One appointed by the minority leader of the House of 30 |
---|
61 | 61 | | Representatives, who is a landlord; 31 |
---|
62 | 62 | | (6) One appointed by the minority leader of the Senate, who is a 32 |
---|
63 | 63 | | representative of a nonprofit entity that provides services to formerly 33 |
---|
64 | 64 | | incarcerated individuals; 34 |
---|
65 | 65 | | (7) The Commissioner of Housing, or the commissioner's designee; 35 |
---|
66 | 66 | | (8) The Commissioner of Revenue Services, or the commissioner's 36 |

79 | 79 | | (d) All initial appointments to the task force shall be made not later 43 |

80 | 80 | | than thirty days after the effective date of this section. Any vacancy 44 |
---|
81 | 81 | | shall be filled by the appointing authority. 45 |

82 | 82 | | (e) The speaker of the House of Representatives and the president 46 |
---|
83 | 83 | | pro tempore of the Senate shall select the chairpersons of the task force 47 |
---|
84 | 84 | | from among the members of the task force. Such chairpersons shall 48 |
---|
85 | 85 | | schedule the first meeting of the task force, which shall be held not 49 |
---|
86 | 86 | | later than sixty days after the effective date of this section. 50 |
---|
87 | 87 | | (f) The administrative staff of the joint standing committee of the 51 |
---|
88 | 88 | | General Assembly having cognizance of matters relating to housing 52 |
---|
89 | 89 | | shall serve as administrative staff of the task force. 53 |
---|
90 | 90 | | (g) Not later than January 1, 2024, the task force shall submit a 54 |
---|
91 | 91 | | report on its findings and recommendations to the joint standing 55 |
---|
92 | 92 | | committee of the General Assembly having cognizance of matters 56 |
---|
93 | 93 | | relating to housing, in accordance with the provisions of section 11-4a 57 |
---|
94 | 94 | | of the general statutes. The task force shall terminate on the date that it 58 |
---|
95 | 95 | | submits such report or January 1, 2024, whichever is later. 59 |
---|
96 | 96 | | This act shall take effect as follows and shall amend the following |
