2020 AN ACT ESTABLISHING A TASK FORCE TO STUDY A HOUSING
2121 OPPORTUNITIES TAX CREDIT.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (Effective from passage) (a) There is established a task force 1
2626 to conduct a study of the feasibility and potential benefits of providing 2
2727 a housing opportunity tax credit to landlords who offer housing to 3
2828 formerly incarcerated individuals. For the purposes of this section, 4
2929 such tax credit would be applicable against any state income tax owed 5
3030 by a landlord and would be equal to twenty-five per cent of the rental 6
3131 income a landlord receives from any tenant who is a formerly 7
3232 incarcerated individual. The task force shall consider the following in 8
3333 its study: 9
3434 (1) The potential impact of such tax credit on the availability of 10
3535 housing for formerly incarcerated individuals; 11
3636 (2) The potential financial benefits to landlords who provide 12
3737 housing to formerly incarcerated individuals; 13
3838 (3) The potential impact of such tax credit on recidivism rates of 14 Bill No. 6779

4646 to the state resulting from any such reduced recidivism rates; 16
4747 (4) The potential administrative costs associated with implementing 17
4848 the tax credit program; and 18
4949 (5) The best practices for implementing a housing opportunity tax 19
5050 credit program. 20
5151 (b) The task force shall consist of the following members: 21
5252 (1) Two appointed by the speaker of the House of Representatives, 22
5353 one of whom is a formerly incarcerated individual; 23
5454 (2) Two appointed by the president pro tempore of the Senate, one 24
5555 of whom is a representative of a nonprofit entity that provides housing 25
5656 services; 26
5757 (3) One appointed by the majority leader of the House of 27
5858 Representatives; 28
5959 (4) One appointed by the majority leader of the Senate; 29
6060 (5) One appointed by the minority leader of the House of 30
6161 Representatives, who is a landlord; 31
6262 (6) One appointed by the minority leader of the Senate, who is a 32
6363 representative of a nonprofit entity that provides services to formerly 33
6464 incarcerated individuals; 34
6565 (7) The Commissioner of Housing, or the commissioner's designee; 35
6666 (8) The Commissioner of Revenue Services, or the commissioner's 36
6767 designee; and 37
6868 (9) The Commissioner of Correction, or the commissioner's 38
6969 designee. 39

7777 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 41
7878 of the General Assembly. 42
7979 (d) All initial appointments to the task force shall be made not later 43
8080 than thirty days after the effective date of this section. Any vacancy 44
8181 shall be filled by the appointing authority. 45
8282 (e) The speaker of the House of Representatives and the president 46
8383 pro tempore of the Senate shall select the chairpersons of the task force 47
8484 from among the members of the task force. Such chairpersons shall 48
8585 schedule the first meeting of the task force, which shall be held not 49
8686 later than sixty days after the effective date of this section. 50
8787 (f) The administrative staff of the joint standing committee of the 51
8888 General Assembly having cognizance of matters relating to housing 52
8989 shall serve as administrative staff of the task force. 53
9090 (g) Not later than January 1, 2024, the task force shall submit a 54
9191 report on its findings and recommendations to the joint standing 55
9292 committee of the General Assembly having cognizance of matters 56
9393 relating to housing, in accordance with the provisions of section 11-4a 57
9494 of the general statutes. The task force shall terminate on the date that it 58
9595 submits such report or January 1, 2024, whichever is later. 59
9696 This act shall take effect as follows and shall amend the following
