Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to conduct a study of the feasibility and potential benefits of providing 2 a housing opportunity tax credit to landlords who offer housing to 3 formerly incarcerated individuals. For the purposes of this section, 4 such tax credit would be applicable against any state income tax owed 5 by a landlord and would be equal to twenty-five per cent of the rental 6 income a landlord receives from any tenant who is a formerly 7 incarcerated individual. The task force shall consider the following in 8 its study: 9 (1) The potential impact of such tax credit on the availability of 10 housing for formerly incarcerated individuals; 11 (2) The potential financial benefits to landlords who provide 12 housing to formerly incarcerated individuals; 13 (3) The potential impact of such tax credit on recidivism rates of 14 Bill No. 6779 LCO 4695 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06779- R01-HB.docx } 2 of 3 formerly incarcerated individuals and the potential financial benefits 15 to the state resulting from any such reduced recidivism rates; 16 (4) The potential administrative costs associated with implementing 17 the tax credit program; and 18 (5) The best practices for implementing a housing opportunity tax 19 credit program. 20 (b) The task force shall consist of the following members: 21 (1) Two appointed by the speaker of the House of Representatives, 22 one of whom is a formerly incarcerated individual; 23 (2) Two appointed by the president pro tempore of the Senate, one 24 of whom is a representative of a nonprofit entity that provides housing 25 services; 26 (3) One appointed by the majority leader of the House of 27 Representatives; 28 (4) One appointed by the majority leader of the Senate; 29 (5) One appointed by the minority leader of the House of 30 Representatives, who is a landlord; 31 (6) One appointed by the minority leader of the Senate, who is a 32 representative of a nonprofit entity that provides services to formerly 33 incarcerated individuals; 34 (7) The Commissioner of Housing, or the commissioner's designee; 35 (8) The Commissioner of Revenue Services, or the commissioner's 36 designee; and 37 (9) The Commissioner of Correction, or the commissioner's 38 designee. 39 (c) Any member of the task force appointed under subdivision (1), 40 Bill No. 6779 LCO 4695 {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06779- R01-HB.docx } 3 of 3 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 41 of the General Assembly. 42 (d) All initial appointments to the task force shall be made not later 43 than thirty days after the effective date of this section. Any vacancy 44 shall be filled by the appointing authority. 45 (e) The speaker of the House of Representatives and the president 46 pro tempore of the Senate shall select the chairpersons of the task force 47 from among the members of the task force. Such chairpersons shall 48 schedule the first meeting of the task force, which shall be held not 49 later than sixty days after the effective date of this section. 50 (f) The administrative staff of the joint standing committee of the 51 General Assembly having cognizance of matters relating to housing 52 shall serve as administrative staff of the task force. 53 (g) Not later than January 1, 2024, the task force shall submit a 54 report on its findings and recommendations to the joint standing 55 committee of the General Assembly having cognizance of matters 56 relating to housing, in accordance with the provisions of section 11-4a 57 of the general statutes.
