AN ACT CONCERNING A STUDY OF THE MERITS AND FEASIB ILITY 
OF REQUIRING MICROSTAMPING -ENABLED SEMI-AUTOMATIC 
PISTOLS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) As used in this section: 1 
(1) "Microstamp" means a unique alphanumeric or geometric code 2 
that identifies the make, model and serial number of a firearm; 3 
(2) "Microstamping component" means a component part of a pistol 4 
that will produce a microstamp on at least one location of each 5 
expended cartridge case any time the pistol is fired; and 6 
(3) "Microstamping-enabled pistol" means a pistol that contains a 7 
microstamping component. 8 
(b) The Commissioner of Emergency Services and Public Protection 9 
shall study the merits and feasibility of a requirement that semi-10 
automatic pistols sold in this state contain a microstamping 11 
component. The study shall include, at a minimum: 12 
(1) An estimation of the costs to owners of semi-automatic pistols 13 
and to the state associated with equipping semi-automatic pistols and 14 
their components with microstamping technology; 15  Substitute Bill No. 6816

(2) An estimation of the costs associated with establishing processes 16 
and standards for the training and licensure of entities for the purpose 17 
of engaging in the business of servicing semi-automatic pistols and 18 
their components in accordance with such requirement; 19 
(3) The processes for an effective system of cartridge casings 20 
recovery, analysis, storage and retrieval of the associated information 21 
derived from microstamped cartridge casings; 22 
(4) An evaluation of the reproducibility and quality of microstamp 23 
impressions on cartridge casings for a range of commonly used 24 
firearms and ammunition composition types following repeated 25 
firearm operation; 26 
(5) Any legal issues that need to be addressed in association with 27 
such requirement; and 28 
(6) A determination as to whether microstamping-enabled pistols 29 
are technologically viable and whether implementation of a 30 
requirement that semi-automatic pistols sold in this state contain a 31 
microstamping component would be feasible. 32 
(c) Not later than January 1, 2024, the commissioner shall submit the 33 
results of such study, in accordance with the provisions of section 11-34 
4a of the general statutes, to the Governor and the joint standing 35 
committee of the General Assembly having cognizance of matters 36 
relating to the judiciary. 37 
This act shall take effect as follows and shall amend the following 
sections:
