AN ACT AMENDING A CONVEYANCE OF A PARCEL OF STATE 
LAND IN THE CITY OF BRIDGEPORT.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 15 of special act 07-11, as amended by section 4 of 1 
public act 10-1 of the June special session and section 10 of special act 2 
15-1 of the June special session, is amended to read as follows (Effective 3 
from passage): 4 
(a) Notwithstanding any provision of the general statutes, the 5 
Commissioner of Transportation shall convey to the Bridgeport Port 6 
Authority a parcel of land located in the city of Bridgeport, at a cost 7 
equal to the administrative costs of making such conveyance. Said 8 
parcel of land has an area of approximately 1.008 acres and is 9 
identified as a certain parcel of land situated in the city of Bridgeport, 10 
county of Fairfield, and state of Connecticut, being more particularly 11 
bounded and described as follows: 12 
"Beginning at a point, said point being the southeast corner of the 13 
intersection of Seaview Avenue and the eastbound off-ramp of 14  Bill No. 6935

Interchange 29, Interstate 95; 15 
Thence running southwesterly along land of the Bridgeport Port 16 
Authority, 620', more or less; 17 
Thence running northerly along the easterly highway line of 18 
Stratford Avenue, along a curved line concave to the west, 370' more or 19 
less; 20 
Thence running easterly along the southerly highway line of said 21 
eastbound off-ramp of Interchange 29, Interstate Route 95, 440' more or 22 
less." 23 
The conveyance shall be subject to the approval of the State Properties 24 
Review Board. 25 
(b) (1) The Bridgeport Port Authority shall use said parcel of land 26 
for economic development or waterfront related purposes and may 27 
sell or lease all or any portion of said parcel for economic development 28 
or waterfront related purposes. If the Bridgeport Port Authority: 29 
(A) Does not use said parcel for said purposes; or 30 
(B) Sells or leases all or any portion of said parcel, except for a sale 31 
or lease of all or any portion of said parcel for economic development 32 
or waterfront related purposes, in accordance with the provisions of 33 
this subsection, the parcel shall revert to the state of Connecticut. Any 34 
sale or lease of said parcel in accordance with this section shall be for 35 
[the fair market value of the property or lease of said property, as 36 
determined by the average of the appraisals of two independent 37 
appraisers selected by the commissioner] one hundred nineteen 38 
thousand dollars. Any funds received by the Bridgeport Port 39 
Authority from a sale or lease of said parcel in accordance with this 40 
section shall be transferred to the State Treasurer for deposit in the 41 
Special Transportation Fund. 42 
(2) Notwithstanding any provision of the general statutes, the 43  Bill No. 6935

Department of Transportation shall grant the Bridgeport Port 44 
Authority a right of way from Stratford Avenue, Connecticut Route 45 
130, directly to and from said parcel, at a place to be determined by the 46 
department. 47 
(c) The State Properties Review Board shall complete its review of 48 
the conveyance of said parcel of land not later than thirty days after it 49 
receives a proposed agreement from the Department of 50 
Transportation. The land shall remain under the care and control of 51 
said department until a conveyance is made in accordance with the 52 
provisions of this section. The State Treasurer shall execute and deliver 53 
any deed or instrument necessary for a conveyance under this section, 54 
which deed or instrument shall include provisions to carry out the 55 
purposes of subsection (b) of this section. The Commissioner of 56 
Transportation shall have the sole responsibility for all other incidents 57 
of such conveyance. 58 
This act shall take effect as follows and shall amend the following 
sections:
