1017 AN ACT CONCERNING THE UNIFORM INVESTIGATION OF
1118 ACCIDENT REPORT AND CERTAIN REPORTS BY PEACE OFFICERS.
1219 Be it enacted by the Senate and House of Representatives in General

1522 Section 1. (Effective from passage) (a) As used in this section, "Model 1
1623 Minimum Uniform Crash Criteria" means a voluntary guideline 2
1724 developed by the National Highway Traffic Safety Administration that 3
1825 represents a minimum, standardized set of data variables to describe 4
19-motor vehicle accidents. 5
20-(b) The Commissioner of Transportation shall conduct a study of any 6
21-changes necessary to conform to the uniform investigation of accident 7
22-report prescribed by the commissioner pursuant to section 14-108a of 8
23-the general statutes to the Model Minimum Uniform Crash Criteria. Not 9
24-later than July 1, 2026, the commissioner shall submit a report, in 10
25-accordance with the provisions of section 11-4a of the general statutes, 11
26-on the results of the study and any recommendations for legislation as 12
27-a result of such study to the joint standing committees of the General 13
28-Assembly having cognizance of matters relating to transportation and 14
29-public safety and security. 15
30-Sec. 2. Section 7-294pp of the general statutes is repealed and the 16
31-following is substituted in lieu thereof (Effective October 1, 2025): 17

37-(1) "Emergency medical condition" means a medical condition, 19
38-whether physical, behavioral or related to a substance use disorder or 20
39-mental health disorder, that manifests itself by symptoms of sufficient 21
40-severity, including severe pain, that in the absence of prompt medical 22
41-attention could reasonably be expected by a prudent layperson who 23
42-possesses an average knowledge of health and medicine to result in 24
43-placing the health of the person in serious jeopardy, serious impairment 25
44-to body function or serious dysfunction of any body organ or part; 26
45-(2) "Medically unstable" means any condition, whether physical, 27
46-behavioral or related to a substance use disorder or mental health 28
47-disorder, that manifests in an unstable medical or mental health status, 29
48-which could reasonably be understood by a prudent layperson who 30
49-possesses an average knowledge of health and medicine to lead to an 31
50-emergency medical condition; and 32
51-(3) "Peace officer" has the same meaning as provided in section 53a-33
52-3. 34
53-(b) Any person who experiences an emergency medical condition or 35
54-is medically unstable while in direct audio or visual contact with, or 36
55-under the custody or control of, a peace officer shall have the right to be 37
56-provided with emergency medical services. 38
57-(c) Except as provided in subsection (d) of this section, a peace officer 39
58-shall immediately request emergency medical services for any person 40
59-who is under such officer's custody or control or otherwise in direct 41
60-audio or visual contact with the peace officer when such person: (1) Has 42
61-communicated to the peace officer that the person is (A) experiencing 43
62-an emergency medical condition, or (B) medically unstable, or (2) has 44
63-been observed by the peace officer to be (A) experiencing an emergency 45
64-medical condition, or (B) medically unstable. 46
65-(d) A peace officer shall not be required to request emergency 47
66-medical services when such officer (1) has made a reasonable 48
67-determination that the person is not (A) experiencing an emergency 49

76-emergency medical condition, or (B) medically unstable. 54
77-(e) For any matter in which a person experiences an emergency 55
78-medical condition or is medically unstable while in direct audio or 56
79-visual contact with, or under the custody or control of, a peace officer, 57
80-the peace officer shall prepare a report describing the matter. Upon 58
81-request by such person, the peace officer shall provide such person with 59
82-a copy of the report. 60
