The key functions required are: • Health and safety screening for building entry; • Operating and managing the Health Isolation Room; • Centralized contact tracing and documentation for the purpose of minimizing spread and reporting to local public health authorities; • Providing technical assistance on COVID-19 policies, relevant protocols and District guidance related to COVID-19; • Administering and observing specimen collection for symptomatic and asymptomatic testing when needed; • Communicating directly with families; • Other health related duties as deemed necessary by the school related to COVID-19 and agreed upon by the School Leader and RN Supervisor; and • Asymptomatic testing coordination. On June 16,2022, the District of Columbia Public Schools (DCPS), Office of Contracts and Acquisitions, issued Invitation for Bids (IFB) No. GAGA-2022-1-0142 in the open market, with a 35% certified business enterprise subcontracting requirement. Four bidders responded by the closing date of June 22,2022. The contracting officer awarded the contract on June 27,2022 to Maxim as the lowest-priced, responsive and responsible bidder. Maxim is currently providing services to the satisfaction of DCPS under the current contract, which expires on September 30, 2023. Maxim was established in 1988, in response to a national nursing shortage to focus on the recruitment and staffing of quality healthcare professionals for a variety of healthcare organizations. Maxim currently partners with several of the largest public-school districts in the US, including Los Angeles Unified School District (CA), Clark County School District (NV), Houston Independent School District (TX), Hillsborough County Public Schools (FL), Fairfax County Public Schools (VA), Gwinnett'County Public Schools (GA) and Wake County Public Schools (NC). The main factor was that DCPS experienced increased rates of vacancies and turnovers in key staff, including the chief contracting officer position. This factor, along with the decentralized administrative structure of DCPS’s contracting function, resulted in a failure to request and obtain Council approval before the contract actions were implemented. DCPS regrets this failure and is working to update and improve its processes and procedures and determine appropriate administrative actions to be taken in response to the failure. The contracting officer awarded the initial contract and continued with the exercise of option year one so that the contractor could provide to DCPS a spectrum of temporary health care staffing support related to the COVID-19 crisis. The services were necessary for all DCPS campuses serving students K-12 students, as well as Central Services. The contractor submitted a subcontracting plan in which the contractor committed to subcontracting 35% of the contract work to a District certified business enterprise. The contractor shall provide qualified resources to perform the duties and tasks assigned by DCPS according to the responsibilities outlined within the contract. The healthcare resources are expected to report to their designated locations, perform the required duties, abide by District laws and regulations, and comply with criminal background and suitability screening. 27 DCMR Chapter 26, Contract Modifications 27 DCMR Section 2008 The contractor is a not a District certified business enterprise.
