	17	+	CWl 03312 with Mc Ward Real Estate, LLC d/b/a The
	18	+	Family Laundromat Approval and Payment Authorization Emergency Act
	19	+	of 2024," and the
	20	+	accompanying emergency declaration resolution.
	21	+	The legislation will approve Contract No. CWI
	22	+	033 I 2 with Mc Ward Real Estate, LLC d/b/a The
	23	+	Family Laundromat, for emergency laundry services for migrant families and individuals arriving
	24	+	from the Arizona-Mexico and Texas-Mexico borders, and Modification Nos. I,
	25	+	2, 3, 4, 5
	26	+	and 6 thereto.
	27	+	In addition, the legislation will approve payment for the goods and services
	28	+	received and to be received under the contract and the modifications.

	61	+	23 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
	62	+	24 That this act may be cited
	63	+	as the "Contract No. CW103312 with McWard Real Estate,
	64	+	25 LLC d/b/a The Family Laundromat Approval and Payment Authorization Emergency Act

	67	+	27 Sec.
	68	+	2. Pursuant to Section 451 of the District of Columbia Home Rule Act,
	69	+	28 approved December 24, 1973 (87 Stat. 803; D. C. Official Code§ 1-204.51), and
	70	+	29 notwithstanding the requirements
	71	+	of Section 202 of the Procurement Practices Reform
	72	+	30 Act
	73	+	of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official Code§ 2-352.02),
	74	+	31 the Council approves Contract No. CW103312 with Mc Ward Real Estate, LLC d/b/a The
	75	+	32 Family Laundromat, and Modification Nos.
	76	+	1, 2, 3, 4, 5, and 6 thereto, to provide
	77	+	33 emergency laundry services for migrant families and individuals arriving from the
	78	+	34 Arizona-Mexico and Texas-Mexico borders, and authorizes payment
	79	+	in the not-to-exceed 35 amount of $1,700,000 for the goods and services received from November 1, 2022
	80	+	36 through September 30, 2023, and authorizes payment in the not-to-exceed amount
	81	+	of
	82	+	3 7 $1,628,626 for goods and services received and to be received during the period October

	84	+	1, 2023 through September 30, 2024.
	85	+	39 Sec.
	86	+	3. Fiscal impact statement.
	87	+	40 The Council adopts the fiscal impact statement provided by the Chief Financial
	88	+	41 Officer as the fiscal impact statement required by Section 4a of the General Legislative
	89	+	42 Procedures Act
	90	+	of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code
	91	+	43 § 1-301.47a).

	93	+	4. Effective date.
	94	+	45 This act shall take effect following approval by the Mayor ( or in the event of veto
	95	+	46 by the Mayor, action by the Council to override the veto), and shall remain in effect for

	97	+	no longer than 90 days, as provided for emergency acts of the Council of the District of
	98	+	48 Columbia in Section 412(a) of the District of Columbia Home Rule Act, approved

	143	+	services cleaning personal clothing and linen for migrant families that are undocumented, displaced
	144	+	and who have been bused to the District
	145	+	of Columbia. (D) The selection process, including the number of offerors, the evaluation criteria, and the
	146	+	evaluation results, including price, technical or quality, and past performance components:
	147	+	In October 2022, the Office of Contracting and Procurement (OCP) on behalf of the Department of
	148	+	Human Services (DHS), Office of Migrant Services (OMS) solicited an emergency quote from
	149	+	McWard Real Estate LLC dba The Family Laundromat to provide linen and laundry services for
	150	+	migrants. The provider was selected on an emergency basis; based on their experience with
	151	+	emergency responses; its immediate availability, and it did not require ramp-up in staff or supplies.
	152	+	The contracting officer determined the price
	153	+	to be fair and reasonable based on historical pricing of
	154	+	similar services, and the provider has successfully provided the same or similar services to DHS in
	155	+	the past. As a result, McWard Real Estate LLC dba The Family Laundromat was awarded contract
	156	+	CW103312 effective November
	157	+	1, 2022, under Migrant Services and Supports Emergency Act of
	158	+	2022 No. A24-0553.
	159	+	(E) A description of any bid protest related to the award of the contract, including whether the
	160	+	protest was resolved through litigation, withdrawal
	161	+	of the protest by the protestor, or
	162	+	voluntary corrective action by the District. Include the identity
	163	+	of the protestor, the grounds
	164	+	alleged
	165	+	in the protest, and any deficiencies identified by the District as a result of the protest:

	167	+	(F) The background and qualifications of the proposed contractor, including its organization,
	168	+	financial stability, personnel, and performance on past or current government or private
	169	+	sector contracts with requirements similar
	170	+	to those of the proposed contract:
	171	+	Mc Ward Real Estate LLC dba The Family Laundromat currently provides linen and laundry services
	172	+	to migrants under DHS' migrant program. They have a satisfactory performance of providing this
	173	+	service under other DHS emergency programs.
	174	+	Mc Ward Real Estate LLC dba The Family Laundromat has adequate financial resources
	175	+	to perform
	176	+	the required services and the ability to obtain those resources. The evidence
	177	+	is provided from the
	178	+	provider's financial history
	179	+	as reported by Dun and Bradstreet Business Report completed on
	180	+	September
	181	+	7, 2023. The provider has provided the same or similar services for the District and
	182	+	received exceptional performance ratings. This evidence
	183	+	is provided in their past performance
	184	+	evaluation dated August
	185	+	31, 2023.
	186	+	(G) The period of performance associated with the proposed change, including date as of which
	187	+	the proposed change
	188	+	is to be made effective:
	189	+	The award period of performance is October 1, 2023 through September 30, 2024.

	243	+	to migrants, in accordance with the terms of the contract. In Section C.5 of the
	244	+	contract, the District outlines the requirements that the contractor
	245	+	is responsible for providing. The
	246	+	goal
	247	+	of the contract is to respond to the linen and laundry needs of the migrant families.
	248	+	(P) The amount and date
	249	+	of any expenditure of funds by the District pursuant to the contract
	250	+	prior to its submission
