24+from the Arizona-Mexico and Texas-Mexico borders, and Modification Nos. I,

68+2. Pursuant to Section 451 of the District of Columbia Home Rule Act,
69+28 approved December 24, 1973 (87 Stat. 803; D. C. Official Code§ 1-204.51), and
70+29 notwithstanding the requirements
71+of Section 202 of the Procurement Practices Reform

73+of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official Code§ 2-352.02),
74+31 the Council approves Contract No. CW103312 with Mc Ward Real Estate, LLC d/b/a The
75+32 Family Laundromat, and Modification Nos.
76+1, 2, 3, 4, 5, and 6 thereto, to provide
77+33 emergency laundry services for migrant families and individuals arriving from the
78+34 Arizona-Mexico and Texas-Mexico borders, and authorizes payment
79+in the not-to-exceed 35 amount of $1,700,000 for the goods and services received from November 1, 2022

86+3. Fiscal impact statement.
87+40 The Council adopts the fiscal impact statement provided by the Chief Financial

143+services cleaning personal clothing and linen for migrant families that are undocumented, displaced
144+and who have been bused to the District
145+of Columbia. (D) The selection process, including the number of offerors, the evaluation criteria, and the
146+evaluation results, including price, technical or quality, and past performance components:
147+In October 2022, the Office of Contracting and Procurement (OCP) on behalf of the Department of
148+Human Services (DHS), Office of Migrant Services (OMS) solicited an emergency quote from
149+McWard Real Estate LLC dba The Family Laundromat to provide linen and laundry services for
150+migrants. The provider was selected on an emergency basis; based on their experience with
151+emergency responses; its immediate availability, and it did not require ramp-up in staff or supplies.
152+The contracting officer determined the price
153+to be fair and reasonable based on historical pricing of
154+similar services, and the provider has successfully provided the same or similar services to DHS in
155+the past. As a result, McWard Real Estate LLC dba The Family Laundromat was awarded contract
156+CW103312 effective November
157+1, 2022, under Migrant Services and Supports Emergency Act of
158+2022 No. A24-0553.
159+(E) A description of any bid protest related to the award of the contract, including whether the

176+the required services and the ability to obtain those resources. The evidence
177+is provided from the
178+provider's financial history
179+as reported by Dun and Bradstreet Business Report completed on

181+7, 2023. The provider has provided the same or similar services for the District and
182+received exceptional performance ratings. This evidence
183+is provided in their past performance
184+evaluation dated August
