124+Robert C. Bobb leverages more than 40 years of executive management experience in both the
125+private and public sectors. He is the owner, President and CEO of The Robert Bobb Group, LLC
126+(RBG), a multi-faceted private/public sector consulting firm specializing in: Public and Private
127+Sector Turnaround Consulting and Advisory Services; Financial and Organizational Restructuring;
128+Expert Witness Services; Budget Management Services; Labor Relations; Economic
129+Development Advisory Services; Emergency Planning, Public Safety and Policing, Real Estate
130+and Asset Management Services, Education, Local/State/Federal Government turnaround and
131+contract negotiations. RBG primary objective is to help governments, schools and businesses
132+find financial and operational solutions, greater efficiency and long-term viability.
133+Mr. Bobb served as Emergency Financial Manager of the 87,000-student Detroit Public Schools
134+(DPS) from March 2009 through May 2011. Mr. Bobb is the former City Administrator and Deputy
135+Mayor for Washington, D.C. and served as the District of Columbia’s Homeland Security Advisor.
136+He managed a workforce of approximately 20,000 employees and an annual budget of $8 billion
137+dollars. In November 2006 he was elected city-wide as the President of the Washington, D.C.
138+Board of Education and served on the Washington, DC State Board of Education. Mr. Bobb also
139+serves as a member of the Board of the DC Appleseed Center for Law & Justice.
140+Prior to this, Mr. Bobb served as the City Manager of Oakland California and Executive Director of
141+the Oakland Redevelopment Agency; City Manager of Richmond, Virginia; City Manager of Santa
142+Ana, California; and City Manager of Kalamazoo, Michigan. Mr. Bobb holds the distinction of
143+having served on a continuous basis as the longest tenured African-American City Manager/City
144+Administrator in the Nation. He is an expert on issues facing urban government in the realms of
145+education, economic development, community and neighborhood development, municipal
146+budgeting and finances, contract negotiations, public/private economic development opportunities,
147+libraries and recreation facilities, and public safety.

149+His career of such wide-ranging achievement earned him the prestigious International City/County
150+Management Associations ICMA L.P. Cookingham Award for Career Development and was
151+awarded four ICMA Innovation Awards. He also earned the National Forum for Black Public
152+Administrators (NFBPA) Marks of Excellence Award and is a former President of the NFBPA. By
153+proclamation, former California Governor Gray Davis declared April 11, 2001, “Robert C. Bobb
154+Day” in that state. In September 1993, City & State Magazine (now Governing Magazine), a
155+periodical for city and state government officials, named Robert Bobb as the “Most Valuable
156+Public Official” among professional managers of the countries local governments. In addition, Mr.
157+Bobb was one of the Grio.com’s 100 most influential people in the year 2011 for his work in as the

508+Mr. Robert C. Bobb leverages more than 40 years of executive management
509+experience in both the private and public sectors. He is the owner, President
510+and CEO of The Robert Bobb Group, LLC (RBG), a multi- faceted
511+private/public sector consulting firm specializing in: Public and Private
512+Sector Turnaround Consulting and Advisory Services; Financial and
513+Organizational Restructuring; Expert Witness Services; Budget Management
514+Services; Labor Relations; Economic Development Advisory Services;
515+Emergency Planning, Public Safety and Policing, Real Estate and Asset
516+Management Services, Education, Local/State/Federal Government
517+turnaround, and contract negotiations.
518+Mr. Bobb served as Emergency Financial Manager of the 87,000- student Detroit Public Schools
519+(DPS) from March 2009 through May 2011. He was appointed Emergency Financial Manager for
520+DPS by Michigan Governor Jennifer Granholm, and was extended by her successor, Gov. Rick
521+Snyder. In his first year as the Emergency Financial Manager of DPS. Mr. Bobb was named the
522+Champion for Children by the Michigan Association of School Administrators, a statewide
523+association which represents the superintendents and first-line administrators of Michigan’s local
524+and intermediate school districts.
525+Mr. Bobb is the former City Administrator for the Distirct of Columbia where he managed a
526+workforce of approximately 20,000 employees and an annual budget of $8 billion dollars. In
527+November 2006, he was elected city-wide as the President of the Washington, D.C. Board of
528+Education. Mr. Bobb has extensive public sector experience, serving as a member of the Board of
529+Directors for the Washington, DC Chamber of Commerce, the City Manager of Oakland
530+California, Executive Director of the Oakland Redevelopment Agency, City Manager
531+of Richmond, Virginia, City Manager of Santa Ana, California, and City Manager of Kalamazoo,
532+Michigan. Mr. Bobb holds the distinction of having served on a continuous basis as the longest
533+tenured African American City Manager/City Administrator in the nation. He is an expert on the
534+issues facing urban government in the realms of education, economic development, community
535+and neighborhood development, municipal budgeting and finances, contract negotiations,
536+public/private partnerships of sports franchises, libraries and recreation facilities, and public
537+safety.
538+A Ward 4 resident, Mr. Bobb earned a Bachelor of Arts in Political Science from Grambling State
539+University in Grambling, Louisiana, and a Master of Science in Business from Western Michigan
540+University in Kalamazoo, Michigan. He also completed the certificate program for
541+Senior Executives in State and Local Governments from Harvard University’s John F. Kennedy
