26-number of valid Blue Angels motor vehicle and 13

36- Section 1. Paragraph (b) of subsection (3) of section 23
37-320.08053, Florida Statutes, is amended to read: 24

22+Be It Enacted by the Legislature of the State of Florida: 9
23+ 10
24+ Section 1. Subsection (119) is added to section 320. 08058, 11
25+Florida Statutes, to read: 12
26+ 320.08058 Specialty license plates. 13
27+ (119) INTER MIAMI CF LICENSE PLATES. — 14
28+ (a) The department shall develop an Inter Miami CF license 15
29+plate as provided in this section and s. 320.08053. The plate 16
30+must bear the colors and design approved by the department. The 17
31+word "Florida" must appear at the top of the plate, and the 18
32+words "Inter Miami CF" must appear at the bottom of the plate. 19
33+ (b) Notwithstanding paragraph (9)(b), the license plate 20
34+annual use fees shall be distri buted to Inter Miami CF 21
35+Foundation Corporation, a nonprofit corporation under s. 22
36+501(c)(3) of the Internal Revenue Code, which may use up to 10 23
37+percent of the proceeds to promote and market the plate. The 24
38+remainder of the proceeds shall be used by Inter Mi ami CF 25

52- (b) If the Legislature has approved 125 150 or more 27
53-specialty license plates, the department may not issue any new 28
54-specialty license plates until a sufficient number of plates are 29
55-discontinued pursuant to s. 320.08056(8) such that the number of 30
56-plates being issued does not exceed 125 150. Notwithstanding s. 31
57-320.08056(8)(a), the 125-license-plate 150-license-plate limit 32
58-includes license plates above the minimum sales threshold and 33
59-those exempt from that threshold. 34
60- Section 2. Subsections (47) and (79) of section 320.08058, 35
61-Florida Statutes, are amended, and s ubsections (119) through 36
62-(123) are added to that section, to read: 37
63- 320.08058 Specialty license plates. — 38
64- (47) LIVE THE DREAM LICENSE PLATES. — 39
65- (a) The department shall develop a Live the Dream license 40
66-plate as provided in this section. Live the Dream l icense plates 41
67-must bear the colors and design approved by the department. The 42
68-word "Florida" must appear at the top of the plate, and the 43
69-words "Live the Dream" must appear at the bottom of the plate. 44
70- (b) The proceeds of the annual use fee shall be 45
71-distributed to the Dream Foundation, Inc., to be used in the 46
72-following manner: 47
73- 1. Up to 5 percent may be used to administer, promote, and 48
74-market the license plate. 49

88-among the sickle cell organizations th at are Florida members of 51
89-the Sickle Cell Disease Association of America, Inc., for 52
90-programs that provide research, care, and treatment for sickle 53
91-cell disease. 54
92- 3. At least 10 percent shall be used for programs and 55
93-services provided directly by the Dream Foundation, Inc., which 56
94-assist inmates released from the custody of a county jail in 57
95-this state or a Department of Corrections facility in 58
96-successfully reentering the community. 59
97- 4. At least 15 percent shall be distributed as grants for 60
98-programs and services throughout this state which assist inmates 61
99-released from the custody of a county jail in this state or a 62
100-Department of Corrections facility in successfully reentering 63
101-the community. 64
102- 5.3. At least 25 30 percent shall be distributed as 65
103-scholarships to graduating high school seniors in this state who 66
104-have at least one parent or legal guardian who is incarcerated, 67
105-for the purpose of attending a state university, a Florida 68
106-College System institution, a career center operated by a school 69
107-district under s. 1001.44, or a charter technical career center 70
108-under s. 1002.34. Scholarships shall be awarded through a 71
109-competitive application process to Chapman Partnership, Inc., 72
110-for programs that provide relief from poverty, hunger, and 73
111-homelessness. 74

128- (79) BLUE ANGELS LICENSE PLATES. — 79
129- (a) The department shall develop a Blue Angels license 80
130-plate for display on a motor vehicle and for display on a 81
131-motorcycle as provided in this section and s. 320.08053. The 82
132-plate must bear the colors and design approved by the 83
133-department. The word "Florida" must appear at the top of the 84
134-plate, and the words "Home of the Blue Angels" must appear at 85
135-the bottom of the plate. Any department-approved image must be 86
136-placed on the far left side of a plate for display on a 87
137-motorcycle. 88
138- (b) The annual use fees from the sale of the plate shall 89
139-be distributed to the Naval Aviation Museum Foundation, a 90
140-nonprofit Florida corporation under s. 501(c)(3) of the Internal 91
141-Revenue Code, to fund the maintenance, programs, marketing, and 92
142-projects of the foundation, including the National Naval 93
143-Aviation Museum and the National Flight Academy in Pensacola. Up 94
144-to 10 percent of the funds received by the Naval Aviation Museum 95
145-Foundation may be used for marketing of the plate and costs 96
146-directly associated wit h the administration of the foundation. 97
147-The Naval Aviation Museum Foundation shall distribute 50 percent 98
148-of the funds to eligible programs and projects associated with 99
149-the National Flight Academy and the remainder of the funds to 100

180-Foundation Corporation to plan and execute sports -based 119
181-development and direct -service community programs, initiatives, 120

183- (120) FLORIDA SWIMS LICENSE PLATES. — 122
184- (a) The department shall develop a Florida Swims license 123
185-plate as provided in thi s section and s. 320.08053. The plate 124

210-scholarships for childhood swimming lessons in this state. 137
211- (121) DOWN SYNDROME AWARENESS LICENSE PLATES. — 138
212- (a) The department shall develop a Down Syndrome Awareness 139
213-license plate as provided in this section and s. 320.08053. The 140
214-plate must bear the co lors and design approved by the 141
215-department. The word "Florida" must appear at the top of the 142
216-plate, and the words "Down Syndrome Awareness" must appear at 143
217-the bottom of the plate. 144
218- (b) The annual use fees from the sale of the plate shall 145
219-be distributed to Our City Beautiful, Inc., a Florida nonprofit 146
220-corporation. Up to 10 percent of the fees may be used for 147
221-administrative costs and marketing of the plate. Of the 148
222-remaining fees: 149

238- 2. Fifteen percent shall be dedicated to Our City 153
239-Beautiful World Changer scholarships for Florida residents 18 154
240-years of age or older with Down syndrom e who wish to further 155
241-their education at postsecondary educational institutions 156
242-located in this state. 157
243- 3. Thirty-five percent shall be used for grants to other 158
244-nonprofit organizations within this state to support housing, 159
245-educational scholarships, and em ployment assistance programs for 160
246-persons with Down syndrome or other intellectual disability. 161
247- (122) GOPHER TORTOISE LICENSE PLATES. — 162
248- (a) The department shall develop a Gopher Tortoise license 163
249-plate as provided in this section and s. 320.08053. The plat e 164
250-must bear the colors and design approved by the department. The 165
251-word "Florida" must appear at the top of the plate, and the 166
252-words "Protect the Gopher Tortoise" must appear at the bottom of 167

254- (b) The annual use fees from the sale of the plate s hall 169
255-be distributed to Wildlands Conservation, Inc., a nonprofit 170
256-corporation under s. 501(c)(3) of the Internal Revenue Code, to 171
257-fund gopher tortoise and commensal species research, education, 172
258-and conservation, as well as upland habitat protection, 173
259-restoration, and management in this state to benefit the gopher 174
260-tortoise and other upland species. Up to 10 percent of the funds 175

276-Wildlands Conservation, Inc., shall use and distribute the funds 179
277-to eligible Florida-based scientific, conservation, and 180
278-educational organizations for gopher tortoise, commensal 181
279-species, and upland habitat resear ch, conservation, and 182
280-management. 183
281- (123) TAKE STOCK IN CHILDREN LICENSE PLATES. — 184
282- (a) The department shall develop a Take Stock in Children 185
283-license plate as provided in this section and s. 320.08053. The 186
284-plate must bear the colors and design approved by the 187
285-department. The word "Florida" must appear at the top of the 188
286-plate, and the words "Take Stock in Children" must appear at the 189
287-bottom of the plate. 190
288- (b) The annual use fees from the sale of the plate shall 191
289-be distributed to Take Stock in Children of Fl orida, a Florida 192
290-nonprofit corporation. Up to 10 percent of the fees may be used 193
291-for administrative costs and marketing of the plate. The 194
292-remaining funds must be distributed with the approval of, and 195
293-accountability to, the board of directors of Take Stock in 196
294-Children of Florida and must be used to promote and support 197
295-programs that provide mentorship for at -risk students. 198
296- Section 3. This act shall take effect October 1, 2022. 199
