A bill to be entitled 1 
An act relating to specialty license plates; amending 2 
s. 320.08053, F.S.; revising the limit on the number 3 
of specialty license plates the Department of Highway 4 
Safety and Motor Vehicles may issue; amending s. 5 
320.08058, F.S.; revising annual use fee distributions 6 
from the sale of the Live the Dream license plate; 7 
providing for the award of scholarships to certain 8 
students through a competitive application process ; 9 
requiring the department to develop a Blue Angels 10 
motorcycle specialty license plate; specifying a 11 
design requirement for the plate; requiring that the 12 
number of valid Blue Angels motor vehicle and 13 
motorcycle specialty license plates be added together 14 
for purposes of a certain determination; requiring the 15 
department to develop specified specialty license 16 
plates; providing for distribution and use of fees 17 
collected from the sale of such plates; providing an 18 
effective date. 19

Be It Enacted by the Legisla ture of the State of Florida: 21 
 22 
 Section 1.  Paragraph (b) of subsection (3) of section 23 
320.08053, Florida Statutes, is amended to read: 24 
 320.08053  Establishment of specialty license plates. — 25

 (b)  If the Legislature has approved 125 150 or more 27 
specialty license plates, the department may not issue any new 28 
specialty license plates until a sufficient number of plates are 29 
discontinued pursuant to s. 320.08056(8) such that the number of 30 
plates being issued does not exceed 125 150. Notwithstanding s. 31 
320.08056(8)(a), the 125-license-plate 150-license-plate limit 32 
includes license plates above the minimum sales threshold and 33 
those exempt from that threshold. 34 
 Section 2.  Subsections (47) and (79) of section 320.08058, 35 
Florida Statutes, are amended, and s ubsections (119) through 36 
(123) are added to that section, to read: 37 
 320.08058  Specialty license plates. — 38 
 (47)  LIVE THE DREAM LICENSE PLATES. — 39 
 (a)  The department shall develop a Live the Dream license 40 
plate as provided in this section. Live the Dream l icense plates 41 
must bear the colors and design approved by the department. The 42 
word "Florida" must appear at the top of the plate, and the 43 
words "Live the Dream" must appear at the bottom of the plate. 44 
 (b)  The proceeds of the annual use fee shall be 45 
distributed to the Dream Foundation, Inc., to be used in the 46 
following manner: 47 
 1.  Up to 5 percent may be used to administer, promote, and 48 
market the license plate. 49 
 2.  At least 40 60 percent shall be distributed equally 50

among the sickle cell organizations th at are Florida members of 51 
the Sickle Cell Disease Association of America, Inc., for 52 
programs that provide research, care, and treatment for sickle 53 
cell disease. 54 
 3.  At least 10 percent shall be used for programs and 55 
services provided directly by the Dream Foundation, Inc., which 56 
assist inmates released from the custody of a county jail in 57 
this state or a Department of Corrections facility in 58 
successfully reentering the community. 59 
 4.  At least 15 percent shall be distributed as grants for 60 
programs and services throughout this state which assist inmates 61 
released from the custody of a county jail in this state or a 62 
Department of Corrections facility in successfully reentering 63 
the community. 64 
 5.3. At least 25 30 percent shall be distributed as 65 
scholarships to graduating high school seniors in this state who 66 
have at least one parent or legal guardian who is incarcerated, 67 
for the purpose of attending a state university, a Florida 68 
College System institution, a career center operated by a school 69 
district under s. 1001.44, or a charter technical career center 70 
under s. 1002.34. Scholarships shall be awarded through a 71 
competitive application process to Chapman Partnership, Inc., 72 
for programs that provide relief from poverty, hunger, and 73 
homelessness. 74 
 6.4. Up to 5 percent may be distributed by the department 75

on behalf of The Dream Foundation, Inc., to The Martin Luther 76 
King, Jr. Center for Nonviolent Social Change, Inc., as a 77 
royalty for the use of the image of Dr. Martin Luther King, Jr. 78 
 (79)  BLUE ANGELS LICENSE PLATES. — 79 
 (a)  The department shall develop a Blue Angels license 80 
plate for display on a motor vehicle and for display on a 81 
motorcycle as provided in this section and s. 320.08053. The 82 
plate must bear the colors and design approved by the 83 
department. The word "Florida" must appear at the top of the 84 
plate, and the words "Home of the Blue Angels" must appear at 85 
the bottom of the plate. Any department-approved image must be 86 
placed on the far left side of a plate for display on a 87 
motorcycle. 88 
 (b) The annual use fees from the sale of the plate shall 89 
be distributed to the Naval Aviation Museum Foundation, a 90 
nonprofit Florida corporation under s. 501(c)(3) of the Internal 91 
Revenue Code, to fund the maintenance, programs, marketing, and 92 
projects of the foundation, including the National Naval 93 
Aviation Museum and the National Flight Academy in Pensacola. Up 94 
to 10 percent of the funds received by the Naval Aviation Museum 95 
Foundation may be used for marketing of the plate and costs 96 
directly associated wit h the administration of the foundation. 97 
The Naval Aviation Museum Foundation shall distribute 50 percent 98 
of the funds to eligible programs and projects associated with 99 
the National Flight Academy and the remainder of the funds to 100

eligible programs and proj ects associated with the National 101 
Naval Aviation Museum. 102 
 (c)  The number of valid specialty license plates issued 103 
for display on a motor vehicle or on a motorcycle must be added 104 
together to determine whether the specialty license plate must 105 
be discontinued pursuant to s. 320.08056(8)(a). 106 
 (119)  INTER MIAMI CF LICENSE PLATES. — 107 
 (a)  The department shall develop an Inter Miami CF license 108 
plate as provided in this section and s. 320.08053. The plate 109 
must bear the colors and design approved by the department. The 110 
word "Florida" must appear at the top of the plate, and the 111 
words "Inter Miami CF" must appear at the bottom of the plate. 112 
 (b)  Notwithstanding paragraph (9)(b), the annual use fees 113 
from the sale of the plate shall be distributed to Inter Miami 114 
CF Foundation Corporation, a nonprofit corporation under s. 115 
501(c)(3) of the Internal Revenue Code, which may use a maximum 116 
of 10 percent of the proceeds to promote and market the plate. 117 
The remainder of the proceeds shall be used by Inter Miami CF 118 
Foundation Corporation to plan and execute sports -based 119 
development and direct -service community programs, initiatives, 120 
and events in this state. 121 
 (120)  FLORIDA SWIMS LICENSE PLATES. — 122 
 (a)  The department shall develop a Florida Swims license 123 
plate as provided in thi s section and s. 320.08053. The plate 124 
must bear the colors and design approved by the department. The 125

word "Florida" must appear at the top of the plate, and the 126 
words "Swim for Life" must appear at the bottom of the plate. 127 
 (b)  The annual use fees from t he sale of the plate shall 128 
be distributed to the Swimming Pool Education and Safety 129 
Foundation, Inc., doing business as Florida Swims, a nonprofit 130 
organization under s. 501(c)(3) of the Internal Revenue Code, 131 
which may use up to 10 percent of the proceeds for 132 
administration, promotion, and marketing of the plate. All 133 
remaining proceeds shall be used by the Swimming Pool Education 134 
and Safety Foundation, Inc., doing business as Florida Swims, to 135 
promote swimming pool and water safety and to provide grants and 136 
scholarships for childhood swimming lessons in this state. 137 
 (121)  DOWN SYNDROME AWARENESS LICENSE PLATES. — 138 
 (a)  The department shall develop a Down Syndrome Awareness 139 
license plate as provided in this section and s. 320.08053. The 140 
plate must bear the co lors and design approved by the 141 
department. The word "Florida" must appear at the top of the 142 
plate, and the words "Down Syndrome Awareness" must appear at 143 
the bottom of the plate. 144 
 (b)  The annual use fees from the sale of the plate shall 145 
be distributed to Our City Beautiful, Inc., a Florida nonprofit 146 
corporation. Up to 10 percent of the fees may be used for 147 
administrative costs and marketing of the plate. Of the 148 
remaining fees: 149 
 1.  Fifty percent shall be used to build and maintain 150

HOLLAND, an affordable h ousing project for independent living 151 
for persons with Down syndrome or other intellectual disability. 152 
 2.  Fifteen percent shall be dedicated to Our City 153 
Beautiful World Changer scholarships for Florida residents 18 154 
years of age or older with Down syndrom e who wish to further 155 
their education at postsecondary educational institutions 156 
located in this state. 157 
 3.  Thirty-five percent shall be used for grants to other 158 
nonprofit organizations within this state to support housing, 159 
educational scholarships, and em ployment assistance programs for 160 
persons with Down syndrome or other intellectual disability. 161 
 (122)  GOPHER TORTOISE LICENSE PLATES. — 162 
 (a)  The department shall develop a Gopher Tortoise license 163 
plate as provided in this section and s. 320.08053. The plat e 164 
must bear the colors and design approved by the department. The 165 
word "Florida" must appear at the top of the plate, and the 166 
words "Protect the Gopher Tortoise" must appear at the bottom of 167 
the plate. 168 
 (b)  The annual use fees from the sale of the plate s hall 169 
be distributed to Wildlands Conservation, Inc., a nonprofit 170 
corporation under s. 501(c)(3) of the Internal Revenue Code, to 171 
fund gopher tortoise and commensal species research, education, 172 
and conservation, as well as upland habitat protection, 173 
restoration, and management in this state to benefit the gopher 174 
tortoise and other upland species. Up to 10 percent of the funds 175

received by Wildlands Conservation, Inc., may be used for 176 
marketing of the plate and costs directly associated with the 177 
administration of the gopher tortoise protection program. 178 
Wildlands Conservation, Inc., shall use and distribute the funds 179 
to eligible Florida-based scientific, conservation, and 180 
educational organizations for gopher tortoise, commensal 181 
species, and upland habitat resear ch, conservation, and 182 
management. 183 
 (123)  TAKE STOCK IN CHILDREN LICENSE PLATES. — 184 
 (a)  The department shall develop a Take Stock in Children 185 
license plate as provided in this section and s. 320.08053. The 186 
plate must bear the colors and design approved by the 187 
department. The word "Florida" must appear at the top of the 188 
plate, and the words "Take Stock in Children" must appear at the 189 
bottom of the plate. 190 
 (b)  The annual use fees from the sale of the plate shall 191 
be distributed to Take Stock in Children of Fl orida, a Florida 192 
nonprofit corporation. Up to 10 percent of the fees may be used 193 
for administrative costs and marketing of the plate. The 194 
remaining funds must be distributed with the approval of, and 195 
accountability to, the board of directors of Take Stock in 196 
Children of Florida and must be used to promote and support 197 
programs that provide mentorship for at -risk students. 198 
 Section 3.  This act shall take effect October 1, 2022. 199
