Paragraph (i) of subsection (1) of section 16 1003.02, Florida- Statutes, is amended to read: 17 1003.02 District school board operation and control of 18 public K-12 education within the school district. —As provided in 19 part II of chapter 1001, district school boards are 20 constitutionally and statutorily charged wit h the operation and 21 control of public K-12 education within their school districts. 22 The district school boards must establish, organize, and operate 23 their public K-12 schools and educational programs, employees, 24 and facilities. Additionally, district school 29 boards must: 30 (1) Provide for the proper accounting for all students of 31 school age, for the attendance and control of students at 32 school, and for proper attention to health, safety, and other 33 matters relating to the welfare of students in the following 34 areas: 35 (i) Parental Notification of acceleration , academic, and 36 career planning options.—At the beginning of each school year, 37 notify parents of students in or entering high school and the 38 students' parents, in a language that is understandable to 39 students and parents, of the opportunity and benefits of 40 advanced placement, International Baccalaureate, Advanced 41 International Certificate of Education, dual enrollment, career 42 and professional academies, career -themed courses, the career 43 and technical education pat hway to earn a standard high school 44 diploma under s. 1003.4282(10), work -based learning 45 opportunities, including internships and apprenticeship and 46 preapprenticeship programs, and Florida Virtual School courses ; 47 and options for early graduation under s. 10 03.4281; and contact 48 information of a certified school counselor who can advise 49 students on these options . 50 CS/HB 229 2022 CODING: Words stricken are deletions; words underlined are additions. hb0229-01-c1 Page 3 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Section 2. Paragraph (e) of subsection (1) of section 51 1003.4156, Florida Statutes, is amended to read: 52 1003.4156 General requirements for middl e grades 53 promotion.— 54 (1) In order for a student to be promoted to high school 55 from a school that includes middle grades 6, 7, and 8, the 56 student must successfully complete the following courses: 57 (e) One course in career and education planning to be 58 completed in grades 6, 7, or 8, which may be taught by any 59 member of the instructional staff. The course must be Internet -60 based, customizable to each student, and include research -based 61 assessments to assist students in determining educational and 62 career options and goals. In addition, the course must result in 63 a completed personalized academic and career plan for the 64 student that may be revised as the student progresses through 65 middle school and high school; must emphasize the importance of 66 entrepreneurship and employability skills; and must include 67 information from the Department of Economic Opportunity's 68 economic security report under s. 445.07 and other state career 69 planning resources. The required personalized academic and 70 career plan, developed in consult ation with a certified school 71 counselor, must inform students of high school graduation 72 requirements, including a detailed explanation of the 73 requirements for earning a high school diploma designation under 74 s. 1003.4285 and the career and technical educati on pathway to 75 CS/HB 229 2022 CODING: Words stricken are deletions; words underlined are additions. hb0229-01-c1 Page 4 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S earn a standard high school diploma under s. 1003.4282(10) ; the 76 requirements for each scholarship in the Florida Bright Futures 77 Scholarship Program; state university and Florida College System 78 institution admission requirements; available opp ortunities to 79 earn college credit in high school, including Advanced Placement 80 courses; the International Baccalaureate Program; the Advanced 81 International Certificate of Education Program; dual enrollment, 82 including career dual enrollment; work-based learning 83 opportunities, including internships and preapprenticeship and 84 apprenticeship programs; and career education courses, including 85 career-themed courses, preapprenticeship and apprenticeship 86 programs, and course sequences that lead to industry 87 certification pursuant to s. 1003.492 or s. 1008.44. The course 88 may be implemented as a stand -alone course or integrated into 89 another course or courses. 90 Section 3. This act shall take effect July 1, 2022. 91
