A bill to be entitled 1 
An act relating to the registry of persons with 2 
special needs; providing a short title; creating s. 3 
402.88, F.S.; requiring the Agency for Persons with 4 
Disabilities to develop and maintain a database, to be 5 
known as the Registry of Persons with Special Needs, 6 
for a specified purpose; providing for enrollment in 7 
the registry; specifying information the registry may 8 
include; requiring the Department of Law Enforcement 9 
to provide relevant information from the registry to 10 
law enforcement officers upon request through a 11 
specified system; providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  This act may be cited as the "Protect Our Loved 16 
Ones Act." 17 
 Section 2.  Section 402.88, Florida Statutes, is created to 18 
read: 19 
 402.88  Registry of persons with special needs in law 20 
enforcement interactions. — 21 
 (1)  The Agency for Persons with Disabilities shall develop 22 
and maintain a database, to be known as the "Registry of Persons 23 
with Special Needs," of persons who may have developmental, 24 
psychological, or other disabilities or conditions that may be 25

relevant to their interactions with law enforcement officers. 26 
Parents, guardians, and caregivers may enroll in the registry a 27 
person of any age with any type of developmental, psychological, 28 
or other disability or condition, including, but not limited to, 29 
autism spectrum disorder, Alzheimer's disease, dementia, bipolar 30 
disorder, and Down syndrome. Persons may also enroll themselves 31 
if they are 18 years of age or older. The registry may include, 32 
but need not be limited to, any of the following information: 33 
 (a)  An enrollee's name, contact information, personal 34 
identifying information, and disability or condition that may be 35 
relevant to interactions with law enforcement officers. 36 
 (b)  If a person did not enroll themselves, the name, 37 
contact information, and personal identifying information of the 38 
parent, guardian, or caregiver who enrolled the person in the 39 
registry. 40 
 (c)  Any additional information provided by an enrollee or 41 
an enrollee's parent, guardian, or caregiver. 42 
 (d)  Any information requested by the Agency for Persons 43 
with Disabilities or the Department of Law Enforce ment or 44 
otherwise held by a law enforcement agency, a county emergency 45 
management agency, or a local fire department for the purpose of 46 
assisting law enforcement officers, emergency medical personnel, 47 
or fire personnel in responding to a call for service. 48 
 (2)  The Department of Law Enforcement shall provide 49 
information from the registry to law enforcement officers to 50

assist officers in the performance of their official duties. The 51 
registry shall provide such relevant information to a law 52 
enforcement officer engaged in his or her official duties upon 53 
an officer's request made through the Florida Crime Information 54 
Center. 55 
 Section 3.  This act shall take effect July 1, 2022. 56
