23+to provide relevant information from the registry to 10
24+law enforcement officers upon request through a 11

27+Be It Enacted by the Legislature of the State of Florida: 14

29+ Section 1. This act may be cited as the "Protect Our Loved 16
30+Ones Act." 17
31+ Section 2. Section 402.88, Florida Statutes, is created to 18
32+read: 19
33+ 402.88 Registry of persons with special needs in law 20
34+enforcement interactions. 21
35+ (1) The Agency for Persons with Disabilities shall develop 22
36+and maintain a database, to be known as the "Registry of Persons 23
37+with Special Needs," of persons who may have developmental, 24
38+psychological, or other disabilities or conditions that may be 25

51-Be It Enacted by the Legislature of the State of Florida: 26

53- Section 1. Paragraph (e) of subsection (8) of section 28
54-322.051, Florida Statutes, is amended, and paragraph (f) is 29
55-added to that subsection, to read: 30
56- 322.051 Identification cards. 31
57- (8) 32
58- (e)1. Upon request by a person who has a developmental 33
59-disability, or by a parent or guardian of a child or ward who 34
60-has a developmental disability, the department shall issue an 35
61-identification card exhibiting a capital "D" for the person, 36
62-child, or ward if the pe rson or the parent or guardian of the 37
63-child or ward submits: 38
64- a. Payment of an additional $1 fee; and 39
65- b. Proof acceptable to the department of a diagnosis by a 40
66-licensed physician of a developmental disability as defined in 41
67-s. 393.063. 42
68- 2. The department shall deposit the additional $1 fee into 43
69-the Agency for Persons with Disabilities Operations and 44
70-Maintenance Trust Fund under s. 20.1971(2). 45
71- 3. A replacement identification card that includes the 46
72-designation may be issued without payment of the fee req uired 47
73-under s. 322.21(1)(f). 48
74- 4. The department shall develop rules to facilitate the 49
75-issuance, requirements, and oversight of developmental 50
51+relevant to their interactions with law enforcement officers. 26
52+Parents, guardians, and caregivers may enroll in the registry a 27
53+person of any age with any type of developmental, psychological, 28
54+or other disability or condition, including, but not limited to, 29
55+autism spectrum disorder, Alzheimer's disease, dementia, bipolar 30
56+disorder, and Down syndrome. Persons may also enroll themselves 31
57+if they are 18 years of age or older. The registry may include, 32
58+but need not be limited to, any of the following information: 33
59+ (a) An enrollee's name, contact information, personal 34
60+identifying information, and disability or condition that may be 35
61+relevant to interactions with law enforcement officers. 36
62+ (b) If a person did not enroll themselves, the name, 37
63+contact information, and personal identifying information of the 38
64+parent, guardian, or caregiver who enrolled the person in the 39
65+registry. 40
66+ (c) Any additional information provided by an enrollee or 41
67+an enrollee's parent, guardian, or caregiver. 42
68+ (d) Any information requested by the Agency for Persons 43
69+with Disabilities or the Department of Law Enforce ment or 44
70+otherwise held by a law enforcement agency, a county emergency 45
71+management agency, or a local fire department for the purpose of 46
72+assisting law enforcement officers, emergency medical personnel, 47
73+or fire personnel in responding to a call for service. 48
74+ (2) The Department of Law Enforcement shall provide 49
75+information from the registry to law enforcement officers to 50

94-disease or a dementia -related disorder, or by a legal guardian 57
95-or an immediate family member of a person with Alzheimer's 58
96-disease or a dementia -related disorder, the capital letters "AD" 59
97-shall be exhibited on the identification card of the person with 60
98-Alzheimer's disease or a dementia -related disorder, if the 61
99-person, or his or her legal guardian or immediate family member 62
100-presents proof that the person has been diagnosed with 63
101-Alzheimer's disease or a dementia -related disorder by a licensed 64
102-physician, licensed physician assistant, or a l icensed advanced 65
103-practice registered nurse. 66
104- b. As used in this subparagraph, the term "immediate 67
105-family member" means a parent, spouse, child, sibling, 68
106-grandchild, brother-in-law, sister-in-law, son-in-law, daughter-69
107-in-law, mother-in-law, or father-in-law. 70
108- 2. If a person receives the "AD" identifier on his or her 71
109-identification card, such information must be included through 72

135-sufficient proof that the person has been diagnosed with a 86
136-developmental disability by a physician licensed under chapter 87
137-458 or chapter 459 as determined by the department. If a person 88
138-receives the "D" identifier on his or her driver license, such 89
139-information must be included through the Driver and Vehicle 90
140-Information Database and available through the Florida Crime 91
141-Information Center system. 92
142- 2. Until a person's driver license is next renewed, the 93
143-person, or his or her parent or legal guardian, may have the 94
144-capital letter "D" added to or removed from his or her license 95
145-upon the surrender of his or her current license and 96
146-presentation of sufficient proof that the person has been 97
147-diagnosed with a developmental disabili ty by a physician 98
148-licensed under chapter 458 or chapter 459 as determined by the 99
