A bill to be entitled 1 
An act relating to two -way radio communication 2 
enhancement systems; amending s. 633.202, F.S.; 3 
specifying that the authority having jurisdiction 4 
determines the minimum radio signal strength for all 5 
new and existing buildings; authorizing the use of 6 
two-way radio communication enhancement systems to 7 
comply with certain radio signal strength requirements 8 
in the Florida Fire Prevention Code; exempting certain 9 
apartment buildings from requiring two -way radio 10 
communication enhancement systems; requiring an owner 11 
to show certain permit documentation under certain 12 
circumstances; providing that existing high -rise 13 
buildings, as defined by the Florida Buildin g Code, 14 
must comply with specified minimum radio strength 15 
requirements by specified dates; providing an 16 
effective date. 17

Be It Enacted by the Legislature of the State of Florida: 19 
 20 
 Section 1.  Subsection (18) of section 633.202, Florida 21 
Statutes, is amended to read: 22 
 633.202  Florida Fire Prevention Code. — 23 
 (18)  The authority having jurisdiction shall determine the 24 
minimum radio signal strength for fire department communications 25

in all new high-rise and existing high-rise buildings. Two-way 26 
radio communication enhancement systems or equivalent systems 27 
may be used to comply with the minimum radio signal strength 28 
requirements. However, two -way radio communication enhancement 29 
systems or equivalent systems are not required in apartment 30 
buildings 75 feet or less in height that are constructed using 31 
wood framing, provided that the building has fewer than 150 32 
dwelling units and that all dwelling units discharge to the 33 
exterior or to a corridor that leads directly to an exit as 34 
defined by the Florida Building Code. Evidence of wood frame 35 
construction shall be shown by the owner providing building 36 
permit documentation which identifies the construction type as 37 
wood frame. Existing high-rise buildings, as defined by the 38 
Florida Building Code, are not required to c omply with minimum 39 
radio strength for fire department communications and two -way 40 
radio communication enhancement systems system enhancement 41 
communications as required by the Florida Fire Prevention Code 42 
until January 1, 2025. However, by January 1, 2024, a n existing 43 
high-rise building that is not in compliance with the 44 
requirements for minimum radio strength for fire department 45 
communications must apply for an appropriate permit for the 46 
required installation with the local government agency having 47 
jurisdiction and must demonstrate that the building will become 48 
compliant by January 1, 2025. Existing high-rise apartment 49 
buildings are not required to comply until January 1, 2025. 50

However, existing high-rise apartment buildings are required to 51 
apply for the appropriate permit for the required communications 52 
installation by January 1, 2024. 53 
 Section 2.  This act shall take effect July 1, 2022. 54
