A bill to be entitled 1
An act relating to advanced air mobility; creating the 2
Advanced Air Mobility Study Task Force adjunct to the 3
Department of Transportation; specifying the 4
composition of the task force; providing that task 5
force members serve at the pleasure of their 6
appointing authority; providing that task force 7
members shall serve without compensation but are 8
entitled to certain reimbursement; providing for task 9
force funding; specifying duties of the task force; 10
defining the term "eVTOL aircraft"; requiring the task 11
force to submit a certain report to the Governor and 12
the Legislature by a specified date; providing for 13
abolishment of the task force; providing for 14
expiration; providing an effective date. 15

Be It Enacted by the Legislature of the State of Florida: 17

Section 1. Advanced Air Mobility Study Task Force. — 19
(1) The Advanced Air Mobility Study Task Force, a task 20
force as defined in s. 20.03(8), Florida Statut es, is created 21
adjunct to the Department of Transportation. The task force is 22
composed of the following members: 23
(a) The secretary of the Department of Transportation or 24
the secretary's designee, who shall serve as chair of the task 25

force. 26
(b) One member of the Senate appointed by the President of 27
the Senate. 28
(c) One member of the House of Representatives appointed 29
by the Speaker of the House of Representatives. 30
(d) The executive director of the Florida League of Cities 31
or the director's designee. 32
(e) The executive director of the Florida Association of 33
Counties or the director's designee. 34
(f) The president of Space Florida or the president's 35
designee. 36
(g) Appointed by the Governor: 37
1. Two members, each representing a different city having 38
a population of more than 250,000 persons. 39
2. One member representing a city having a population of 40
fewer than 250,000 persons. 41
3. One member representing a metropolitan planning 42
organization. 43
4. One member representing the State University System. 44
5. Three members representing the advanced air mobility 45
industry. 46
6. One member representing an organization in this state 47
which advocates for persons with disabilities. 48
7. Two members representing the business community. 49
8. One member representing an organization in this state 50

which advocates for underserved transportation areas. 51
9. One member representing a public airport located in a 52
county having a population of more than 1 million persons. 53
10. One member representing a public airport located in a 54
county having a population of fewer than 1 million persons. 55
(2) Appointed members shall serve at the pleasure of the 56
appointing authority. 57
(3) Task force members shall serve without compensation 58
but are entitled to reimbursement for reasonable an d necessary 59
per diem and travel expenses incurred in the performance of 60
their duties as provided in s. 112.061, Florida Statutes. 61
(4) The Department of Transportation shall provide staff, 62
assistance, and facilities as are deemed necessary for the task 63
force to perform its duties. Funding for the task force shall be 64
paid from the State Transportation Trust Fund. 65
(5) The task force shall meet at the time and location as 66
the chair determines. The task force shall hold public hearings 67
and receive public com ment in locations throughout this state, 68
or by electronic means, such as teleconference, provided that a 69
means for active participation is accommodated. 70
(6) The task force shall: 71
(a) Assess and describe the current state of development 72
of the advanced air mobility industry, specifically the 73
deployment of eVTOL aircraft. As used in this section, the term 74
"eVTOL aircraft" means a type of aircraft that uses electric 75

power to hover, take off, and land vertically without a runway. 76
(b) Identify federal, sta te, and local laws, rules, 77
regulations, and other requirements that may impact the 78
development of the advanced air mobility industry in this state, 79
including the potential deployment of eVTOL aircraft and 80
infrastructure. 81
(c) Recommend any changes to stat e laws and regulations 82
necessary to facilitate the continued development of the 83
advanced air mobility industry and deployment of eVTOL aircraft 84
and infrastructure in this state. 85
(d) Evaluate the potential integration of advanced air 86
mobility into local g overnment transportation plans. 87
(7) By October 1, 2023, the task force shall submit to the 88
Governor, the President of the Senate, and the Speaker of the 89
House of Representatives a report including the information, 90
findings, and recommendations required p ursuant to subsection 91
(6) and any other relevant material deemed appropriate by the 92
task force. Upon submission of the report, the task force is 93
abolished. 94
(8) This section expires December 31, 2023. 95
Section 2. This act shall take effect July 1, 2022. 96
