25	25	a grant under the program to provide specified 12
26	26	insight; requiring the State Board of Education to 13

29	29	Be It Enacted by the Legislature of the State of Florida: 16

31	31	Section 1. Section 445.11, Florida Statutes, is created to 18
32	32	read: 19
33	33	445.11 Florida's Potential Grant Program. — 20
34	34	(1) Florida's Potential Grant Program is established 21
35	35	within the Department of Education for the purpo se of providing 22
36	36	grants to Florida College System institutions to assist the 23
37	37	institutions with providing workforce education and training to 24
38	38	the residents of zip codes that have low levels of postsecondary 25

51	51	educational attainment, compared to the level of po stsecondary 26
52	52	educational attainment in the state, in combination with a 27
53	53	higher unemployment rate than the state's unemployment rate and 28
54	54	to promote local job growth and economic development. 29
55	55	(2) A Florida College System institution may apply to the 30
56	56	Department of Education for a grant under the program to provide 31
57	57	workforce education and training to the residents in at least 32
58	58	one zip code that the institution serves but does not currently 33
59	59	have a campus or a center in that area. Subject to appropriation 34
60	60	of funds by the Legislature, the department may award grants to 35
61	61	institutions that apply for grants pursuant to this subsection. 36
62	62	The Department of Economic Opportunity shall partner with each 37
63	63	Florida College System institution receiving a grant under this 38
64	64	section to provide insight into serving the needs of the 39
65	65	residents of the zip codes being provided workforce education 40
66	66	and training under the program. 41
67	67	(3) The State Board of Education shall adopt rules to 42
68	68	implement this section. 43
69	69	Section 2. This act shall tak e effect July 1, 2022. 44
