A bill to be entitled 1 
An act relating to workforce education and training 2 
grants; creating s. 445.11, F.S.; establishing the 3 
Florida's Potential Grant Program within the 4 
Department of Education; providing purposes for the 5 
program; authorizing Florida College System 6 
institutions to apply to the department to receive a 7 
grant under the program for certain purposes; 8 
authorizing the department to award grants to 9 
applicants; requiring the Department of Economic 10 
Opportunity to partner with each institution receiving 11 
a grant under the program to provide specified 12 
insight; requiring the State Board of Education to 13 
adopt rules; providing an effective date. 14

Be It Enacted by the Legislature of the State of Florida: 16 
 17 
 Section 1.  Section 445.11, Florida Statutes, is created to 18 
read: 19 
 445.11  Florida's Potential Grant Program. — 20 
 (1)  Florida's Potential Grant Program is established 21 
within the Department of Education for the purpo se of providing 22 
grants to Florida College System institutions to assist the 23 
institutions with providing workforce education and training to 24 
the residents of zip codes that have low levels of postsecondary 25

educational attainment, compared to the level of po stsecondary 26 
educational attainment in the state, in combination with a 27 
higher unemployment rate than the state's unemployment rate and 28 
to promote local job growth and economic development. 29 
 (2)  A Florida College System institution may apply to the 30 
Department of Education for a grant under the program to provide 31 
workforce education and training to the residents in at least 32 
one zip code that the institution serves but does not currently 33 
have a campus or a center in that area. Subject to appropriation 34 
of funds by the Legislature, the department may award grants to 35 
institutions that apply for grants pursuant to this subsection. 36 
The Department of Economic Opportunity shall partner with each 37 
Florida College System institution receiving a grant under this 38 
section to provide insight into serving the needs of the 39 
residents of the zip codes being provided workforce education 40 
and training under the program. 41 
 (3)  The State Board of Education shall adopt rules to 42 
implement this section. 43 
 Section 2.  This act shall tak e effect July 1, 2022. 44
