Statewide inventory. — 32 (1) The Department of Management Services shall prepare an 33 inventory of all state -owned motor vehicles, maintenance 34 facilities, and fuel depots. By December 31, 2022, the 35 department shall submit the inventory to the Governor, the 36 President of the Senate, and the Speaker of the House of 37 Representatives. 38 (2) The inventory must provide, at a minimum, all of the 39 following: 40 (a) Entity of ownership of all state -owned motor vehicles, 41 maintenance facilities, and fuel depots. 42 (b) Entity of possession of all state -owned motor 43 vehicles, maintenance facilities, and fuel depots. 44 (c) Estimated annual operating and other costs of all 45 state-owned motor vehicles, maintenance facilities, and fuel 46 depots. 47 (d) Number of full-time equivalent and other -personal-48 services positions assigned to operate and maintain each state -49 owned maintenance facility and fuel depot. 50 HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-00 Page 3 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S (e) Physical address for the location of all state -owned 51 motor vehicles, maintenance facilities, and fuel depots. 52 (3) Each state agency and state university shall provide 53 any information requested by the Department of Management 54 Services necessary for the completion of th e inventory. 55 Section 2. Centralized fleet and fleet operations 56 management.— 57 (1) The Department of Management Services shall create, 58 administer, and maintain a centralized management system for the 59 fleet of state-owned motor vehicles, maintenance faci lities, and 60 fuel depots. 61 (2) The Department of Management Services shall 62 consolidate under a centralized system the management of 63 existing state-owned motor vehicles, maintenance facilities, 64 fuel depots, and any full -time equivalent and other-personal-65 services positions assigned to operate and maintain each state -66 owned maintenance facility and fuel depot. 67 (3) Each state agency and state university shall provide 68 any information requested by the Department of Management 69 Services necessary for consolidating under the centralized 70 system the management of existing state -owned motor vehicles, 71 maintenance facilities, fuel depots, and any full -time 72 equivalent and other -personal-services positions assigned to 73 operate and maintain each state -owned maintenance facility and 74 fuel depot. 75 HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-00 Page 4 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Section 3. Privatization of fleet management. —The 76 Department of Management Services shall contract with a vendor 77 or contractor for privatizing the centralized management and 78 operation of the state -owned motor vehicle fleet, motor vehicle 79 acquisitions, maintenance facilities, and fuel depots. Any data 80 that relates to the contract must be stored in at least one 81 common format approved by the department, and such data remains 82 the property of the department. Any vehicle -monitoring hardware 83 installed in a state -owned motor vehicle must be commercially 84 available and may not be proprietary to the vendor or 85 contractor. 86 Section 4. This act shall take effect upon becoming a law. 87
