Statewide inventory. — 37 (1) The Department of Management Services shall prepare an 38 inventory of all state -owned motor vehicles, maintenance 39 facilities, and fuel depots. By December 31, 2022, the 40 department shall submit the inventory to the Governo r, the 41 President of the Senate, and the Speaker of the House of 42 Representatives. 43 (2) The inventory must provide, at a minimum, all of the 44 following: 45 (a) Entity of ownership of all state -owned motor vehicles, 46 maintenance facilities, and fuel depots. 47 (b) Entity of possession of all state -owned motor 48 vehicles, maintenance facilities, and fuel depots. 49 (c) Estimated annual operating and other costs of all 50 CS/HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-01-c1 Page 3 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S state-owned motor vehicles, maintenance facilities, and fuel 51 depots. 52 (d) Number of full-time equivalent and other-personal-53 services positions assigned to operate and maintain each state -54 owned maintenance facility and fuel depot. 55 (e) Physical address for the location of all state -owned 56 motor vehicles, maintenance facilities, and fuel depots. 57 (3) Each state agency and state university shall provide 58 any information requested by the Department of Management 59 Services necessary for the completion of the inventory. 60 Section 2. Fleet Operations Management Pilot Program. — 61 (1) There is created within the Department of Management 62 Services the Fleet Operations Management Pilot Program. The 63 purpose of the pilot program is to assess the potential for cost 64 savings through a contract with a vendor or contractor for 65 privatizing the management and operation of st ate-owned motor 66 vehicles, motor vehicle acquisitions and dispositions, 67 maintenance facilities, and fuel operations. The pilot program 68 may not include any vehicle designated for law enforcement 69 purposes unless requested by the agency. 70 (2) The Department of Management Services shall administer 71 the Fleet Operations Management Pilot Program. The department 72 shall competitively procure and contract with a vendor or 73 contractor for privatizing state -owned motor vehicles, motor 74 vehicle acquisitions and dispositions, maintenance facilities, 75 CS/HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-01-c1 Page 4 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S and fuel operations for selected state entities. Any contract 76 with a vendor or contractor for the pilot program must be 77 competitively bid every 5 years. Any data that relates to the 78 contract must be stored in at least one common format approved 79 by the department, and such data remains the property of the 80 department. Any vehicle -monitoring hardware installed in a 81 state-owned motor vehicle must be commercially available and may 82 not be proprietary to the vendor o r contractor. 83 (3) For each state entity selected by the Department of 84 Management Services for inclusion in the Fleet Operations 85 Management Pilot Program, the department shall establish an 86 average baseline of costs associated with state -owned motor 87 vehicles, motor vehicle acquisitions and dispositions, 88 maintenance facilities, and fuel operations using the previous 3 89 fiscal years for each state entity. 90 (4) By October 1, 2023, the Department of Management 91 Services and three state entities selected by the d epartment, 92 which must have a combined total motor vehicle fleet size of at 93 least 5,000 motor vehicles, must use the competitively procured 94 contract selected by the department for privatizing the 95 management and operation of state -owned motor vehicles, motor 96 vehicle acquisitions and dispositions, maintenance facilities, 97 and fuel operations. Upon request by the department, each state 98 entity selected must provide all information necessary for 99 privatizing the management of existing state -owned motor 100 CS/HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-01-c1 Page 5 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S vehicles, motor vehicle acquisitions and dispositions, 101 maintenance facilities, fuel operations, and any full -time 102 equivalent and other -personal-services positions assigned to 103 operate and maintain each state -owned maintenance facility and 104 fuel operation. 105 (5) By October 1, 2024, the Department of Management 106 Services must select 10 additional state entities to use the 107 competitively procured contract selected by the department for 108 privatizing the management and operation of state -owned motor 109 vehicles, motor vehicle acqui sitions and dispositions, 110 maintenance facilities, and fuel operations. Upon request by the 111 department, each state entity selected must provide all 112 information necessary for privatizing the management of existing 113 state-owned motor vehicles, motor vehicle ac quisitions and 114 dispositions, maintenance facilities, fuel operations, and any 115 full-time equivalent and other -personal-services positions 116 assigned to operate and maintain each state -owned maintenance 117 facility and fuel operation. 118 (6) By October 1, 2025, th e Department of Management 119 Services shall direct all state entities to use the 120 competitively procured contract selected by the department for 121 privatizing the management and operation of state -owned motor 122 vehicles, motor vehicle acquisitions and disposition s, 123 maintenance facilities, and fuel operations. Upon request by the 124 department, each state entity must provide all information 125 CS/HB 1519 2022 CODING: Words stricken are deletions; words underlined are additions. hb1519-01-c1 Page 6 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S necessary for privatizing the management of existing state -owned 126 motor vehicles, motor vehicle acquisitions and dispositions, 127 maintenance facilities, fuel operations, and any full -time 128 equivalent and other -personal-services positions assigned to 129 operate and maintain each state -owned maintenance facility and 130 fuel operation. 131 (7) Annually beginning September 1, 2024, the Department 132 of Management Services shall compile a report detailing the 133 impact to full-time equivalent and other -personal-services 134 positions and cost savings, if any, and submit such report, 135 along with a list of its findings and recommendations regarding 136 the pilot program, to the Governor, the President of the Senate, 137 and the Speaker of the House of Representatives. 138 (8) If the Department of Management Services is unable to 139 document at least $5 million in cost savings to the state under 140 the pilot program by July 1, 202 5, the pilot program and any 141 vendor or contractor contracts may be terminated. The department 142 may terminate the pilot program and any vendor or contractor 143 contracts before July 1, 2025, if the department's findings or 144 economic models do not indicate that t he pilot program will 145 result in significant cost savings to the state by July 1, 2025. 146 The department may accelerate the implementation of the pilot 147 program by 1 fiscal year for each implementation stage if the 148 cost savings justify an accelerated implement ation. 149 Section 3. This act shall take effect upon becoming a law. 150
