60-Be It Enacted by the Legislature of the State of Florida: 35

62- Section 1. Statewide inventory. 37
63- (1) The Department of Management Services shall prepare an 38
64-inventory of all state -owned motor vehicles, maintenance 39
65-facilities, and fuel depots. By December 31, 2022, the 40
66-department shall submit the inventory to the Governo r, the 41
67-President of the Senate, and the Speaker of the House of 42
68-Representatives. 43
69- (2) The inventory must provide, at a minimum, all of the 44
70-following: 45
71- (a) Entity of ownership of all state -owned motor vehicles, 46
72-maintenance facilities, and fuel depots. 47
73- (b) Entity of possession of all state -owned motor 48
74-vehicles, maintenance facilities, and fuel depots. 49
75- (c) Estimated annual operating and other costs of all 50
51+for motor vehicle-monitoring hardware installed in a 26
52+state-owned motor vehicle; providing an effective 27
53+date. 28

55+Be It Enacted by the Legislature of the State of Florida: 30

57+ Section 1. Statewide inventory. — 32
58+ (1) The Department of Management Services shall prepare an 33
59+inventory of all state -owned motor vehicles, maintenance 34

98- Section 2. Fleet Operations Management Pilot Program. — 61
99- (1) There is created within the Department of Management 62
100-Services the Fleet Operations Management Pilot Program. The 63
101-purpose of the pilot program is to assess the potential for cost 64
102-savings through a contract with a vendor or contractor for 65
103-privatizing the management and operation of st ate-owned motor 66
104-vehicles, motor vehicle acquisitions and dispositions, 67
105-maintenance facilities, and fuel operations. The pilot program 68
106-may not include any vehicle designated for law enforcement 69
107-purposes unless requested by the agency. 70
108- (2) The Department of Management Services shall administer 71
109-the Fleet Operations Management Pilot Program. The department 72
110-shall competitively procure and contract with a vendor or 73
111-contractor for privatizing state -owned motor vehicles, motor 74
112-vehicle acquisitions and dispositions, maintenance facilities, 75

99+ (2) The Department of Management Services shall 62
100+consolidate under a centralized system the management of 63
101+existing state-owned motor vehicles, maintenance facilities, 64
102+fuel depots, and any full -time equivalent and other-personal-65
103+services positions assigned to operate and maintain each state -66
104+owned maintenance facility and fuel depot. 67
105+ (3) Each state agency and state university shall provide 68
106+any information requested by the Department of Management 69
107+Services necessary for consolidating under the centralized 70
108+system the management of existing state -owned motor vehicles, 71
109+maintenance facilities, fuel depots, and any full -time 72
110+equivalent and other -personal-services positions assigned to 73
111+operate and maintain each state -owned maintenance facility and 74

125-and fuel operations for selected state entities. Any contract 76
126-with a vendor or contractor for the pilot program must be 77
127-competitively bid every 5 years. Any data that relates to the 78
128-contract must be stored in at least one common format approved 79
129-by the department, and such data remains the property of the 80
130-department. Any vehicle -monitoring hardware installed in a 81
131-state-owned motor vehicle must be commercially available and may 82
132-not be proprietary to the vendor o r contractor. 83
133- (3) For each state entity selected by the Department of 84
134-Management Services for inclusion in the Fleet Operations 85
135-Management Pilot Program, the department shall establish an 86
136-average baseline of costs associated with state -owned motor 87
137-vehicles, motor vehicle acquisitions and dispositions, 88
138-maintenance facilities, and fuel operations using the previous 3 89
139-fiscal years for each state entity. 90
140- (4) By October 1, 2023, the Department of Management 91
141-Services and three state entities selected by the d epartment, 92
142-which must have a combined total motor vehicle fleet size of at 93
143-least 5,000 motor vehicles, must use the competitively procured 94
144-contract selected by the department for privatizing the 95
145-management and operation of state -owned motor vehicles, motor 96
146-vehicle acquisitions and dispositions, maintenance facilities, 97
147-and fuel operations. Upon request by the department, each state 98
148-entity selected must provide all information necessary for 99
149-privatizing the management of existing state -owned motor 100

172-maintenance facilities, and fuel operations. Upon request by the 111
173-department, each state entity selected must provide all 112
174-information necessary for privatizing the management of existing 113
175-state-owned motor vehicles, motor vehicle ac quisitions and 114
176-dispositions, maintenance facilities, fuel operations, and any 115
177-full-time equivalent and other -personal-services positions 116
178-assigned to operate and maintain each state -owned maintenance 117

180- (6) By October 1, 2025, th e Department of Management 119
181-Services shall direct all state entities to use the 120
182-competitively procured contract selected by the department for 121
183-privatizing the management and operation of state -owned motor 122
184-vehicles, motor vehicle acquisitions and disposition s, 123
185-maintenance facilities, and fuel operations. Upon request by the 124

199-necessary for privatizing the management of existing state -owned 126

205- (7) Annually beginning September 1, 2024, the Department 132
206-of Management Services shall compile a report detailing the 133
207-impact to full-time equivalent and other -personal-services 134
208-positions and cost savings, if any, and submit such report, 135
209-along with a list of its findings and recommendations regarding 136
210-the pilot program, to the Governor, the President of the Senate, 137
211-and the Speaker of the House of Representatives. 138
212- (8) If the Department of Management Services is unable to 139
213-document at least $5 million in cost savings to the state under 140
214-the pilot program by July 1, 202 5, the pilot program and any 141
215-vendor or contractor contracts may be terminated. The department 142
216-may terminate the pilot program and any vendor or contractor 143
217-contracts before July 1, 2025, if the department's findings or 144
218-economic models do not indicate that t he pilot program will 145
219-result in significant cost savings to the state by July 1, 2025. 146
220-The department may accelerate the implementation of the pilot 147
221-program by 1 fiscal year for each implementation stage if the 148
222-cost savings justify an accelerated implement ation. 149
223- Section 3. This act shall take effect upon becoming a law. 150
125+ Section 3. Privatization of fleet management. —The 76
126+Department of Management Services shall contract with a vendor 77
127+or contractor for privatizing the centralized management and 78
128+operation of the state -owned motor vehicle fleet, motor vehicle 79
129+acquisitions, maintenance facilities, and fuel depots. Any data 80
130+that relates to the contract must be stored in at least one 81
131+common format approved by the department, and such data remains 82
132+the property of the department. Any vehicle -monitoring hardware 83
133+installed in a state -owned motor vehicle must be commercially 84
134+available and may not be proprietary to the vendor or 85
135+contractor. 86
136+ Section 4. This act shall take effect upon becoming a law. 87
