14	14	A memorial to the Congress of the United States and 2
15	15	the President of the United States encouraging 3
16	16	Congress to reenact Trade Promotion Authority laws to 4
17	17	guide the executive branch, urging the executive 5
18	18	branch to negotiate a comprehensive and mutually 6
19	19	beneficial free trade agreement between the United 7
20	20	States and the United Kingdom, and urging Congress to 8
21	21	ratify such agreement. 9

23	23	WHEREAS, the United States is the United Kingdom's largest 11
24	24	single-country trade partner with a relationship valued at over 12
25	25	$200 billion; both countries are each other's largest foreign 13
26	26	direct investors, having approximately $1 trillion invested in 14
27	27	each other's economies; and the UK -US Trade and Investment 15
28	28	Working Group has laid the groundwork to strengthen trade and 16
29	29	investment ties for the present and in the future, including 17
30	30	through the use of a free trade agreement, and 18
31	31	WHEREAS, expansion of global trade, especially with the 19
32	32	United Kingdom, is of vital importance to the growth of the 20
33	33	United States' economy, small business participation in the 21
34	34	international marketplace, and job creation, and 22
35	35	WHEREAS, the state would benefit greatly from the 23
36	36	ratification of a comprehensive free trade agree ment, which, 24
37	37	since the United Kingdom is currently the largest foreign direct 25 

50	50	tourism, would create employment opportunities for residents of 27
51	51	the state as a direct result of removing and reducing b arriers 28
52	52	to trade and free markets, and 29
53	53	WHEREAS, the successful implementation of a free trade 30
54	54	agreement will increase exports to the United Kingdom from the 31
55	55	state, and 32
56	56	WHEREAS, the United States Constitution grants the United 33
57	57	States Congress exclusive au thority to regulate commerce with 34
58	58	foreign nations, and 35
59	59	WHEREAS, the negotiation of a successful free trade 36
60	60	agreement between the United States and the United Kingdom will 37
61	61	require bipartisan cooperation between state, federal, and 38
62	62	foreign governments, NOW, THEREFORE, 39

64	64	Be It Resolved by the Legislature of the State of Florida: 41

66	66	That Congress of the United States is requested to reenact 43
67	67	Trade Promotion Authority laws to guide the executive branch in 44
68	68	pursuing trade agreements, the executive branch is requ ested to 45
69	69	complete a timely and successful negotiation of a comprehensive 46
70	70	and mutually beneficial free trade agreement between the United 47
71	71	States and the United Kingdom, and the Congress of the United 48
72	72	States is further requested to ratify such agreement. 49 
