A memorial to the Congress of the United States and 2
the President of the United States encouraging 3
Congress to reenact Trade Promotion Authority laws to 4
guide the executive branch, urging the executive 5
branch to negotiate a comprehensive and mutually 6
beneficial free trade agreement between the United 7
States and the United Kingdom, and urging Congress to 8
ratify such agreement. 9

WHEREAS, the United States is the United Kingdom's largest 11
single-country trade partner with a relationship valued at over 12
$200 billion; both countries are each other's largest foreign 13
direct investors, having approximately $1 trillion invested in 14
each other's economies; and the UK -US Trade and Investment 15
Working Group has laid the groundwork to strengthen trade and 16
investment ties for the present and in the future, including 17
through the use of a free trade agreement, and 18
WHEREAS, expansion of global trade, especially with the 19
United Kingdom, is of vital importance to the growth of the 20
United States' economy, small business participation in the 21
international marketplace, and job creation, and 22
WHEREAS, the state would benefit greatly from the 23
ratification of a comprehensive free trade agree ment, which, 24
since the United Kingdom is currently the largest foreign direct 25

employer in the state and is the second largest market for 26
tourism, would create employment opportunities for residents of 27
the state as a direct result of removing and reducing b arriers 28
to trade and free markets, and 29
WHEREAS, the successful implementation of a free trade 30
agreement will increase exports to the United Kingdom from the 31
state, and 32
WHEREAS, the United States Constitution grants the United 33
States Congress exclusive au thority to regulate commerce with 34
foreign nations, and 35
WHEREAS, the negotiation of a successful free trade 36
agreement between the United States and the United Kingdom will 37
require bipartisan cooperation between state, federal, and 38
foreign governments, NOW, THEREFORE, 39

Be It Resolved by the Legislature of the State of Florida: 41

That Congress of the United States is requested to reenact 43
Trade Promotion Authority laws to guide the executive branch in 44
pursuing trade agreements, the executive branch is requ ested to 45
complete a timely and successful negotiation of a comprehensive 46
and mutually beneficial free trade agreement between the United 47
States and the United Kingdom, and the Congress of the United 48
States is further requested to ratify such agreement. 49

BE IT FURTHER RESOLVED that copies of this memorial be 50
dispatched to the President of the United States, to the 51
President of the United States Senate, to the Speaker of the 52
United States House of Representatives, and to each member of 53
the Florida delegation to the United States Congress. 54
