32 | 32 | | Grant Program are an integral part of the higher education 19 |

33 | 33 | | system in this state and that a significant number of state 20 |

34 | 34 | | residents choose this form of hig her education. The Legislature 21 |
---|
35 | 35 | | further finds that a strong and viable system of independent 22 |
---|
36 | 36 | | nonprofit colleges and universities reduces the tax burden on 23 |
---|
37 | 37 | | the citizens of the state. Because the William L. Boyd, IV, 24 |

38 | 38 | | Effective Access to Student Education Gran t Program is not 25 |

57 | 57 | | (3) The department shall issue through the program a 32 |

58 | 58 | | William L. Boyd, IV, Effective Access to Student Education grant 33 |

59 | 59 | | to any full-time degree-seeking undergraduate student re gistered 34 |
---|
60 | 60 | | at an independent nonprofit college or university which is 35 |
---|
61 | 61 | | located in and chartered by the state; which is accredited by 36 |
---|
62 | 62 | | the Commission on Colleges of the Southern Association of 37 |
---|
63 | 63 | | Colleges and Schools; which grants baccalaureate degrees; which 38 |
---|
64 | 64 | | is not a state university or Florida College System institution; 39 |
---|
65 | 65 | | and which has a secular purpose, so long as the receipt of state 40 |
---|
66 | 66 | | aid by students at the institution would not have the primary 41 |
---|
67 | 67 | | effect of advancing or impeding religion or result in an 42 |
---|
68 | 68 | | excessive entanglement between the state and any religious sect. 43 |
---|
69 | 69 | | Section 2. This act shall take effect July 1, 2022. 44 |
